AUDIO-VISUAL (AV) DESIGN AND IMPLEMENTATION FOR THE
SAN DIEGO LAW ENFORCEMENT COORDINATION CENTER (SD-LECC)
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding Audio-Visual (AV) Design and Implementation for the San Diego Law Enforcement
Coordination Center (SD-LECC). The goal of the RFI is to obtain feedback, information, and recommendations from AV
firms to inform the design and modernization of the SD-LECC’s training room environments.
This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue
a solicitation in the future. This request for information does not commit the County to contract for any supply or service
whatsoever. Respondents are advised that the County will not pay for any information or administrative costs incurred in
response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not
responding to this RFI does not preclude participation in any future solicitations. It is the responsibility of the potential
respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

AUDIO-VISUAL (AV) DESIGN AND IMPLEMENTATION FOR THE

OVERVIEW AND BACKGROUND:
SD‑LECC is interested in a modern, scalable AV system for its new building, including a classroom‑style training room for
30-50 participants and standalone displays in common areas. The solution should provide multiple high‑definition screens
with independent content control, support for laptop and desktop inputs, seamless switching, full presentation and
video‑conferencing integration, clear audio, livestreaming and recording capability, and a simple centralized control
interface. Digital signage must support dynamic content, remote management, and scheduling, and the overall system should
be reliable, easy to maintain, and designed for future expansion.
STANDARD INFORMATION TECHNOLOGY (IT) REQUIREMENTS:
1. Network segregation and security. For example:
1.1 AV solution should be segregated.
1.2 Hardware and software should be free of malware.
2. Documentation such as diagrams and data flow charts.
3. Labeling of all equipment, to include device and cable labeling.
4. Service Level Agreements (SLAs) to ensure service availability.

government agencies, and/or private agencies of similar size and scope.
2. Describe your organization’s experience implementing AV solutions for large training rooms.
3. Is your organization and development team physically located in San Diego? If not, would your organization consider
travel for an AV project?
4. After reviewing our Overview and Background and Standard IT Requirements, do you have any recommendations or
feedback?
5. What type of construction work is expected for an AV project like this?
