Description

The Defense Health Agency Professional Services Contracting Division intends to solicit for a sole source Firm-Fixed Price definitive contract with Elsevier, Inc. 230 Park Avenue, FL 8 New York, New York 10169-0929 to continue services being performed under contracts HT001121P0009 and HT001124P0013 due to expire on 31 March 2025. A Justification and Approval (J&A), under the authority of FAR 6.302-1, is being processed for this requirement and will be posted when the approval process is accomplished. The resulting contract will be issued to Elsevier for the period of 1 April 2025 to 30 September 2029, which is inclusive of a 6-month base period and four 12-month option periods.



Services will include, but not be limited to, Clinical Skills is an online clinical database which provides access to evidenced-based interactive skills and procedures and reference modules that evaluate and track clinical staff competencies (as required by the Joint Commission) within patient care areas and allows users to accrue continuing education via online resources. Specialties covered are acute and critical care nursing, advanced practice, emergency, high-risk obstetric, maternal/newborn, mental health, neonatal, oncology, ambulatory care, behavioral health, hospice/palliative care, pediatric, perioperative, rehabilitation, respiratory, and post-anesthesia. In addition, services will include American Society of PeriAnesthesia Nurses (ASPAN), to include the ASPAN Knowledge Inventory Tool, which are online clinical subscription resources that provides skills and competency verification, access to evidenced-based peri anesthesia skills, interactive skills, and procedures reference modules which covers the peri anesthesia specialty.



The Government will not provide direct supervision or control over the contract service personnel performing the services herein. Elsevier personnel will be accountable solely to the Elsevier who, in turn is responsible to the Government.



INTERESTED PARTIES: THIS IS NOT A REQUEST FOR PROPOSALS. Firms not solicited under this requirement may request a copy of the solicitation but are advised that the agency intends to authorize other than full and open competition under FAR 6.3. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A copy of the J&A will be posted no later than 14 days after contract award.



The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Any future solicitation that will be open to competition will subsequently be issued on beta.SAM.gov in order to permit responses.
