The Maryland-National Capital Park and Planning Commission (M-NCPPC) is soliciting qualified contractors for RFP 45-131 , Parking Lot Design Guide , to provide Parking Lot Design Guide , to be received no later than Tuesday, March 25, 2025 , 2:00 pm EST.

Background

The Maryland-National Capital Park and Planning Commission (M-NCPPC or Commission) on behalf of the Montgomery County Planning Department is soliciting proposals from interested and qualified firms for a transportation consultant to develop Multimodal Parking Lot Design Guidelines that incorporate proven safety measures and innovative design solutions to improve safety, mobility, and accessibility for all users. The guide will supplement existing policies, manuals, and standards, including the Montgomery County Complete Streets Design Guide and the Maryland Manual on Uniform Traffic Control Devices. Like the Vision Zero 2030 Action Plan, the Multimodal Parking Lot Design Guide will be built upon the pillars of the Safe Systems Approach, which recognizes that while humans make mistakes and crashes are inevitable, the consequences of those mistakes should not result in death or serious injury.
