Description

This is a pre-solicitation notice. Please note the Solicitation is not ready to be issued as of this date.



The Embassy of the United States in Lilongwe, Malawi intends to issue a Solicitation for Health Insurance for Locally Employed Staff of the Embassy. Responses will be due 30 days from the date of issuance of the Solicitation.



The minimum coverage requirements will be detailed in the Solicitation.



The insurance program is anticipated to cover between 300 and 400 employees.



The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government.



The Contract will be a firm, fixed price agreement with economic price adjustment, under which will be issued task-orders based on the number of personnel for each type of coverage. Note: this opportunity is subject to Federal Acquisition Regulation (FAR) clause 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021).



The Solicitation will be launched on the SAM.gov (System for Award Management – www.sam.gov) website when it is available. The Government is planning a pre-quotation conference. The date for this conference will be in the Solicitation. All responsible sources are encouraged to submit a quotation. The Government may award the contract based on the initial offers without discussion.



All bidders must be registered in the SAM.gov database prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register as soon as possible, prior to the submittal of quotations/proposals.



Solicitation responses shall be submitted electronically via e-mail. To mitigate the risk of submissions being blocked, messages should not exceed 1MB. Offerors may send their submissions in multiple smaller e-mails if necessary.



The place of Contract Performance is Contractor’s facilities and places of business in the Republic of Malawi, primarily Lilongwe, Central District. Contract Administration by U.S. Embassy Lilongwe, Jomo Kenyatta Road, Area 40, Plot # 24, Malawi.
