Project Description:

This Contract includes, but is not limited to, the following work: Rehabilitation of the WWTP Influent Pump Station wet well, including surface prep and coating, replacement of pump discharge piping and controls, replacement of influent manhole, bypass pumping, electrical upgrades, odor control ducting and fan replacement, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

The Engineer’s Estimate is $1,500,000

SECTION A: INSTRUCTIONS TO BIDDERS
INVITATION TO BID
In accordance with competitive bid requirements set forth under RCW 39.04.155, Small Works
Contract Procedures, the City of Port Townsend invites interested bidders to submit a bid for
this solicitation. Contractors who bid on this project must be registered on the Small Works
Roster by the time bids are due, for Washington Street and Walker Street Sidewalk
Improvements up to the hour of 4:00 p. m., Pacific Local Time, Tuesday, October 21, 2025, and
will be publicly opened and read aloud at that time on the same day in the Port Townsend
City Hall, 250 Madison St, Suite 1, Port Townsend, Washington in the second-floor conference
room.
This Contract includes, but is not limited to, the following work: : traffic control; removal of
existing sidewalk and asphalt pavement; roadway excavation with placement of crushed
surfacing; construction of cement concrete curb and sidewalk; installation of ADA-compliant
curb ramps; installation of gravity block wall; installation and adjustment of catch basins;
installation of permanent pavement markings; relocation of existing sign; restoration of
disturbed areas; and other work, all in accordance with the attached Contract Plans, these
Contract Provisions and the Standard Specifications.
The Engineer’s Estimate is $315,000

through City of Port Townsend’s website at www.cityofpt.us/rfps. Please contact City of Port

The Contract Work shall be Physically Complete within 40 Working Days from the Notice to
Proceed.

CONTRACT DOCUMENT ORGANIZATION AND ORDER OF PRECEDENCE
The City of Port Townsend thanks you for your interest in this project. The Contract Documents
are based on the 2025 Washington State Department of Transportation (“WSDOT”) Standard
Specifications. The Special Provisions provided in Section 1 in this document include WSDOT
and APWA general special provisions (GSP) as well as project specific specifications required

by the City of Port Townsend as needed to detail the work. Refer to Special Provision 1-04.2
for the order of precedence of the components of the Contract Documents.
SUBMITTAL INSTRUCTIONS
Bids shall be in accordance with the Plans, Specifications, General Conditions, Special
Provisions and all other contract documents prepared for the above referenced project, on
file.
Bids must be submitted in the form and at the location and time as identified in the invitation
to bid and on the bid forms provided for this purpose. The outside of envelope(s) or
package(s) must clearly state the project name, bidder’s name and return address, and the
date and time of the Bid opening.
All Bids must be accompanied by a bid deposit in cashier’s check or surety bond in an amount
equal to five percent (5%) of the amount of such bid in accordance with special provision 1-
02.7.
Bids delivered late will not be accepted in accordance with Special Provision 1-02.9
Bids submitted via EMAIL will be accepted.
Bids will be opened publicly and read in person at the Port Townsend City Hall, 250 Madison
Street, Suite 1, Port Townsend, WA 98368 at the time and date specified. Contractors are
invited to join in person.
No bidder may withdraw their bid after the hour set for the opening in accordance with Special
Provision 1-02.10
The City of Port Townsend, at its sole discretion, reserves the right to cancel this invitation or
reject any and all bids submitted or to waive any minor irregularities and formalities in any
bid if the City determines such action is in the best interests of the City or public.
ADDENDA
All project-specific questions, requests for clarification, and request for substitutions must be
submitted in writing, via email, or by phone in accordance with special provision 1-02.4 (1) to
Jeff Kostechka at jkostechka@cityofpt.us, Phone: 360-302-2192.
Addenda (if issued) shall be emailed by the City to all contractors on the solicitation list.
Receipt of addenda shall be acknowledged on the Bid Proposal.
RESPONSIBILITY CRITERIA
It is the intent of the City to award a contract to the lowest responsive and responsible bidder.
In accordance with RCW 39.04.350, before award, the bidder must meet bidder responsibility
criteria outlined below to be considered a responsible bidder.

The bidder may be required to provide the City documentation demonstrating compliance
with the criteria.
Before contract award, the apparent low bidder must meet the mandatory bidder
responsibility criteria per RCW 39.04.350, including but not limited to:
1. Certificate of Registration in compliance with RCW 18.27.
2. Current UBI Number issued by the Washington State Department of Revenue.
3. Not disqualified from bidding under RCW 39.06.010 or RCW 39.12.065(3).
4. If applicable:
1. Industrial insurance coverage under Title 51 RCW,
2. Employment security registration under Title 50 RCW,
3. Excise tax registration under Title 82 RCW.
5. Not out of compliance with apprenticeship requirements under RCW 39.04.320 (if
applicable).
6. Received training on public works and prevailing wage requirements (RCW 39.04 and
RCW 39.12).
7. No willful wage law violations within the past 3 years under RCW 49.46, 49.48, or
49.52.

requirements.
SUPPLEMENTAL BIDDER RESPONSIBILITY CRITERIA
In addition to the Mandatory Bidder Responsibility Criteria, the bidder must also meet the
following relevant the relevant Supplemental Bidder Responsibility Criteria applicable to the
project (See Special Provision 1-02.14 for more information).
1. Delinquent State Taxes
Must not owe delinquent taxes to WA State Dept. of Revenue, or must have an
approved payment plan.
2. Federal Debarment
Must not be listed as debarred or suspended in the System for Award
Management (SAM.gov).
3. Subcontractor Responsibility
Must use subcontractor forms that include RCW 39.06.020 language and
procedures to validate responsibility, including for sub-tier contractors.
4. Claims Against Retainage and Bonds
Must not have excessive past claims against retainage or bonds that indicate
poor payment practices, unless explained and accepted.
5. Public Bidding Crime
Neither bidder nor its owners may have been convicted of public contract
crimes in the past 5 years.
