1.1 INTENT
The objective of this Invitation for Bid for Lawrence Public Schools (“LPS”) is to solicit bids for installation of a Module DC +40.0 kw / Inverter AC +33.0 kw Photovoltaic Energy System at Woodlawn Elementary School as defined within the Project Manual and Drawings. The intent of LPS is to enter into a contract with the successful bidder.
Under this solicitation, LPS will consider bids based upon what constitutes the lowest and best responsive bid.
Any contract, if issued, will be subject to annual appropriation of funds by LPS in accordance with its normal funding practices that will include but is not limited to budget allocations and limitations. In the event that funds are not available in full or in part for a contract issued in connection with this service, this contract will be subject to modification or cancellation depending upon the extent of available funds. If a bidder’s contract is cancelled, or funding is no longer available for work that has already been done per the terms of the contract, the Contractor will be compensated to the greatest extent possible. LPS may cancel the contract in its entirety without penalty if funding is not available.
1.2 SCHEDULE
The proposed project schedule for this IFB is as follows:
IFB Published: March 5, 2026
Pre-bid Meeting: March 12, 2026 at 1:00 PM CDT
IFB Questions Due: March 19, 2026 by 12:00 PM CDT
Answers/Addendum Due: March 24, 2026 by 2:00 PM CDT
Bid Due: March 30, 2026 by 2:00 PM CDT
Project Completion: August 1, 2026
Pre-Bid Meeting. There will be a pre-bid meeting on March 12, 2026 at 1:00 PM CDT at Woodland Elementary School 508 Elm St. Lawrence, KS 66044.
The bids will be publicly opened at 2:00 PM CDT March 30, 2026 at the Facilities & Operations building located at 711 East 23rd Street, Lawrence, KS 66046.
Project shall be completed by August 1, 2026 which includes all Evergy documentation for final inspection or as scheduled in cooperation with school district. Installation shall not interfere with Building Operations.
1.3.1 Submissions of Bid. Bids must be submitted to the Facilities & Operations Office as indicated on the Request for Proposal (RFP) Bid Form. Please submit one (1) hard copy of your bid, along with one (1) flash drive containing your complete response in PDF form at, enclosed with the hard copy. Alternately, you may submit an electronic PDF version to bidslawrenceusd497@usd497.org , ensuring compliance with all RFP requirements. All bids should include the required tabs. Bids must be received at the Facilities & Operations building located at 711 E. 23rd Street, Building A, Lawrence, Kansas 66046 no later than March 30, 2026, 2:00 PM CDT. Please allow up to thirty (30) minutes to check in at the front desk before submitting your bid, and ensure it is time stamped prior to the closing date and time. Bids received after that date and time will not be considered and will be returned unopened.
Submittal packages must be clearly marked showing the number and the title of the IFB.

All bids must be mailed and/or hand delivered to the Purchasing Department, received, date and time stamped prior to the close date and time of the IFB.
1.3.3 Questions. All questions regarding this IFB shall be made electronically via e-mail and directed to Alan Lankford at alan@lankfordfendler.com before time and date specified. The subject of the e-mail shall be “QUESTION IFB F&O.” Failure to provide the correct IFB number in the email will deem the question unanswerable and will not be considered as part of any addenda. Responses to all properly submitted questions will be posted on the District’s E-bidding website as addenda to this IFB. LPS reserves the right to combine questions with similar objectives into a single responsive answer. Any questions submitted after that date and time will not be considered or answered.
