The City of Sierra Vista is requesting bids from qualified Contractors for Garden Avenue Streetscape Project , 2025-IFB-021-PW254 to be received no later than Wednesday, March 5, 2025 at 9:59 am . All bids received after bid response deadline will not be accepted.
The purpose of this street project is to reconfigure Garden Avenue from it’s existing 2 (two) travel lanes in each direction with a turning lane in the center, to a one travel lane in each direction with a center turn lane collector street. The area of the two travel lanes that are to be removed, will be repurposed to improve sidewalks and landscape along the street and to add an adjacent multi-use pathway. In addition to aesthetic improvements, a new underground drainage system will be constructed to take stormwater from the City Right-of-Way and to convey it to the nearby Soldier Creek.
The intended overall impact of this project will be fewer cars on the road and reduced travel speeds, as well as less conflicting car movements.
The project is currently broken up into two phases. The first phase of the project is the “base” scope of work and the second phase of work is the “bid-add alternate”. The bid-add alternate may be added to the project depending on prices and current budget. The City reserves the right to award, or not award, the bid-add alternate depending on budgetary restraints.
The base-bid scope of work includes approximately 1688 lineal feet of Garden Avenue as shown on the project plans and includes: pavement removal, concrete work, subgrade work, new underground drainage system, new pavement installation, drainage structures, curb, gutter sidewalk, new luminaires, new electrical improvements, two flashing beacon crosswalk, landscaping irrigation, installation of driveways, street furniture and accents as well as street signing and striping and any other improvements indicated on the plans.
The bid-add alternate or Phase II portion of work includes the remaining approximately 840 feet of North Garden Avenue, and will require tasks such as pavement removal, concrete work, subgrade work, new pavement installation, drainage structures, curb, gutter sidewalk, new luminaires, new electrical improvements, landscaping irrigation, installation of driveways, street furniture and accents as well as street signing and striping and any other improvements indicated on the plans. It is noted however, that Phase II will also include a culvert extension on Soldiers Creek, and will not include any flashing beacon crosswalks. This project will transform the aging and mismatched surfaces of west end business district to a new and modern streetscape.
