Title: Engineering Services for Preparation of an Engineer's Report and Formation of a New Residential Landscape and Lighting Assessment District (LLAD)

The City of Pinole invites qualified firms, licensed in the State of California, to submit proposals to provide engineering services in support of forming the Appian Village Residential Landscape and Lighting Assessment District (LLAD).The consultant will prepare a legally defensible Engineer’s Report pursuant to the Landscape and Lighting Act of 1972 (Streets & Highways Code §22500 et seq.) and in compliance with Proposition 218 (California Constitution, Article XIII D).
The project schedule is time-sensitive: the final Engineer’s Report must be completed by November 12, 2025, with a draft due to staff November 3, 2025 in order to place the Engineer’s Report for district formation on the City Council agenda for November 18, 2025.
The Appian Village Residential Project involves the demolition of the vacant Doctors Medical Center Pinole Campus buildings and associated improvements, and the development of a new 154-unit multifamily residential community on a 7.38-acre site at 2151 Appian Way (APNs 401-240-017 and 401-240-018). The project consists of 26 new three-story residential buildings with associated site and frontage improvements. Each of the 154-units is subject to a condo-map, and will be sold separately. Of the 154-units, 20 will be offered in stacked flat configurations (where each unit is above/below each other) and six in row townhome configurations (where each unit is side by side) with square footages ranging from 1,400 – 1,800 square feet.
The project was approved by the Pinole Planning Commission on April 11, 2022 (Resolution No. 22-01, Design Review DR21-06 and Vesting Tentative Subdivision Map VTSM 21-06) and is currently under construction
As a Condition of Approval (#39), the project is required to be incorporated into a new Landscape and Lighting District (LLD #2) to fund the reasonable and necessary costs of maintaining public improvements related to the project. These include sidewalks and streetlights along Appian Way and Canyon Drive, upgrades to the traffic signals at Mann/Appian and Canyon/Appian, resurfacing of impacted roadway segments, and ongoing maintenance of landscaping, irrigation, and related streetscape amenities
Formation of the district and preparation of a legally defensible Engineer’s Report are required to establish the assessment methodology, apportion costs among parcels, and ensure compliance with the Landscape and Lighting Act of 1972 and Proposition 218.
