This is a Sources Sought Notice Only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This market research notice is being conducted by Department of Veterans Affairs, Network Contracting Office 17, 5441 Babcock Road Ste. 302, San Antonio, TX 78240.
The requirement is for Basic Life Support (BLS), Advanced Life Support (ALS) and Critical Care Transport (CCT) Services in support of the Central Texas Veterans Health Care Center (CTVHCS) Catchment Area of Operations. See Attachment 1 - DRAFT PWS, paragraph 2, for additional details for the catchment area.
If this is a Service your business can provide, please respond to this Sources Sought Notice by 15:00 Central Standard Time on Thursday, June 4, 2026.
The intent of this notice is to establish sources to define the procurement strategy (e.g., set- aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested Contractors are requested to respond in accordance with the following:
If you have an existing GSA or VA, Federal Supply Schedule contract, include the contract details in your response.
Please note that VA is particularly interested in determining the availability of Small Business that can provide this service.
Vendors are requested to submit estimated market research pricing with their responses, but it is not mandatory. If known, submit estimated market research pricing with your response (i.e. breakdown per mile, base rate mileage, etc.)
The estimated pricing will be considered when determining the procurement strategy for the future solicitation.

Past performance: Vendors shall disclose whether they have performed Patient Transport Services within the past five (5) years. Please include a brief description of the work performed, contract numbers (if applicable), performance locations, and whether the services included ALS, BLS, CCT, or other related medical transport capabilities.

Current fleet size
Will you be able to acquire additional vehicles if needed to cover entire catchment area and meet the needs of the requirements? If not the entire catchment area, specify which areas you may be able to cover?
The contractor shall provide all Emergent, Non-Emergent Advanced Life Support (ALS), Basic Life Support, and Critical Care Transport (CCT), Tier 1, 2, and 3 ambulance services on as-needed basis in accordance with all federal, state, and local regulations.
Estimated patient trips per year are 4,692.
Technical capability responses shall include the estimated percentage of subcontracting to address the applicability of FAR 52.219-14 Limitations on Subcontracting for this service requirement. Please note that 1099 employees are considered subcontractors.
All businesses eligible to provide this service are encouraged to reply as this information may be used to determine potential set-asides for the above-noted requirement.
