Description:

The D12 PCH Climate Change Adaptation and Resiliency Plan (Plan) will develop a comprehensive strategy to address reoccurring hazards and mounting climate change threats along the State Route 1 (SR 1) corridor within Orange County. The Plan will identify, prioritize, and develop conceptual alternatives for adaptive response projects along the entirety of the SR 1 corridor within District 12 (D12) that can be implemented in both the short and long term. Projects will center around protecting against the most severe and immediate risks to Caltrans-owned facilities from precipitation, storm surge, cliff retreat, and other climate change hazards that currently, or are projected to, threaten the safe, efficient, and reliable operation of the State Highway System (SHS).

The Plan will build upon the District¿s and HQ's previous planning efforts including the D12 Climate Change Vulnerability Assessment and D12 Adaptation Priorities Report to develop a comprehensive and actionable approach to protect corridor operations. The Plan will provide recommendations that include feasible and cost-effective conceptual alternatives for locations on the corridor identified as most threatened by climate change hazards. Grant-ready cost estimates will be developed to provide D12 and local jurisdictions with the tools to pursue discretionary funding and/or utilize local funds to protect against climate change threats to the transportation network. As the Plan area will include locations where Caltrans and local agency Right-of-Way (ROW) intersect, recommendations must be founded upon collaboration between Caltrans, community members, and local agencies.
