CONTRACT OPPORTUNITY
See attached draft contract document for specifications, requirements, terms and conditions.  Winning bidder(s) shall execute contract (items in red will be changed after award).

MANDATORY SITE VISIT. Prior to submitting their response, the bidder shall visit the location in order to become familiar with the requirements of this solicitation.

The mandatory site visit will be held Monday, March 31, 2025 at the Ohio State Highway Patrol Training Academy, 740 E 17 ^th Ave, Columbus, OH 43211.  The site visit will begin promptly at 9:00 AM.

Mandatory Site Visit is required to survey the facility and discuss the requirements of the solicitation. The site visit will commence promptly at the specified time, barring any unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Bidders who fail to attend the Mandatory Site Visits and print their name on the sign-in sheets will be deemed not responsive.

Note: This contact person is for registration only – solicitation questions are not permitted. The State cannot ensure attendance at the site visit for Offerors that fail to Pre-Register by the deadline.

EVALUATION : Bids will be evaluated in accordance to lowest bidder.  A Bidder is the lowest if it offers the lowest-cost supply or service in comparison to all other Bidders as set forth in the evaluation paragraph of the Invitation to Bid (ITB). While Bidders may offer discounts for prompt payment and other similar incentives, discounts and incentives will not be used to determine the lowest Bidder. When discounts are offered, the discount will be calculated from the date the State receives a proper invoice, or the date the service is delivered and accepted in accordance with the terms of the contract.

CONTRACT AWARD : The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
