8. Set‑Aside: Full and Open Competition. The Government intends to make multiple awards to a mix of large and small businesses to ensure reliable coverage across remote and difficult‑to‑access service areas.
9. Place of Performance: National Forests throughout USDA Forest Service Region 5 (California), across eight geographic zones and associated ranger districts.
10. Requirement Summary: The U.S. Forest Service intends to issue an RFP for vault toilet pumping, septic tank pumping, servicing of USFS‑owned portable toilet facilities, hauling and disposal, and cleaning/inspection at recreation and administrative sites throughout Region 5. Task orders will include recurring and as‑needed services, including emergency response where required. The requirement supports high‑visibility recreation sites, remote districts, and winter‑access areas.
11. Anticipated RFP Posting: On or about April 23, 2026.
12. RFP Closing (Offers Due): Anticipated for May 8, 2026.
13. Evaluation Period: Anticipated May 12–15, 2026.
14. Anticipated Award Date: May 22, 2026.
15. Seasonal Operations: The Government intends to award seed task orders promptly upon award to avoid delays at the start of the major recreation season (Memorial Day weekend).
16. Instructions / Attachments: Draft documents remain posted for industry planning purposes, including the Performance Work Statement (PWS), Schedule of Items (SOI), Maps, and Geographic Locations. Offerors shall review the final RFP for the definitive terms, instructions to offerors, evaluation criteria, and CLIN structure. Post the virtual session, the PWS and SOI have been updated.

18. Site Visit / Industry Meeting: No additional meetings are anticipated. The original virtual meeting with industry occurred 18 March 2026; no new session is planned.

Update — Drafts posted for industry planning (final solicitation pending AD‑1205 approval)
The U.S. Forest Service (USDA, Region 5) continues to post draft documents for the Pacific Southwest Regional Vault & Septic Pumping Services multiple‑award IDIQ to support industry planning. The final RFP and seed task orders will be posted upon AD‑1205 approval. Until that time, offerors should rely on the latest posted drafts for scope and coverage, with the understanding that terms may change at final release.
Scope & coverage: Vault toilet pumping, septic tank pumping, portable toilet servicing (as applicable), waste transport and disposal, spill cleanup, and basic inspection and reporting services across California National Forests (covering eight geographic zones; see Geographic Locations attachment). Task orders will be issued on a call‑when‑needed basis under the IDIQ. See the PWS and draft seed documents for additional detail.
Schedule: An updated timeline—including RFP release, offer due date, evaluation period, and anticipated award—will be provided in the final solicitation. Seed task orders are intended to be issued promptly after award to avoid delays at the beginning of the summer recreation season.
Status of drafts: The PWS and SOI drafts have been available since March 12, 2026, and were refreshed on April 14, 2026. Additional draft documents, including the SF‑1449, terms and conditions, seed TOPRs and SOIs, and maps, are being added to assist industry planning. The final RFP will supersede all earlier drafts.
