REQUEST FOR STATEMENT OF QUALIFICATIONS

FY 26-30 PUBLIC WORKS/UTILITIES

JOB ORDER CONTRACT FOR CONSTRUCTION SERVICES

The City of Safford, Arizona (City), requests submissions of sealed Statements of Qualifications from qualified contractors to provide Job Order Contracting (JOC) for construction services to help satisfy the needs of the City for the next 3-5 years. Only the Statements of Qualifications (SOQ) by persons or contractors capable of providing the requested discipline categories of construction services will receive consideration. Contractors may submit for one or more categories in a single response, but must clearly identify which category or categories the firm wishes to be considered in the cover letter of the SOQ.

The City must receive your SOQ before 2:00 PM local time, Thursday, August 27, 2026.

In accordance with local and State law, sealed paper copies of the SOQ will be received by the City Clerk at 717 W. Main Street, Safford, AZ 85546, until 2:00 pm on the date specified above, for the services specified therein. All submissions must be identified on the outermost packaging with “JOC SOQ”, and the firm’s name and address. Any submittals received at or after 2:00 pm on the referenced date will be disqualified.

A non-mandatory Pre-Proposal Meeting may be physically or virtually attended July 16, 2026, at 2:00 PM local time. Physical location of meeting is 405 W Discovery Park Blvd, Safford, AZ 85546. Please request virtual meeting access information at least 24 hours prior.

The City of Safford reserves the right to accept or reject any or all submittals, and waive any informality deemed in the best interest of the City and to reject the submittals of any persons who have been delinquent or unfaithful in any contract with the City.
