III. Introduction
District Background:
With nearly 50,000 students, Cumberland County Schools is the 5th largest school district in NC with 86
schools - 50 elementary, 17 middle, 17 high, and 2 virtual schools. The district is the 2nd largest employer in
Cumberland County, surpassed only by the military, with over 6,000 full-time employees.
Reflecting its proximity to Fort Bragg, over 25% of the student population is militarily connected, a critical
demographic priority for the district. The student body is exceptionally diverse, speaking more than 82
native languages and representing the following approximate racial/ethnic breakdown: 45.5% Black, 26.2%
White, 15.3% Hispanic, 9.0% Two or More Races, 2.0% Asian, 1.4% Native American, and 0.5%
Hawaiian/Pacific Islander.
Through CCS's Strategic Plan, we are committed to ensuring a safe, positive, and rigorous learning
environment to prepare lifelong learners to reach their maximum potential. It is important for our district to
create, develop, and implement a streamlined MTSS framework that meets the needs of all students through
the use of a dynamic digital platform that saves time for educators and increases student outcomes.
IV. Purpose
The objective of this Request for Proposal (RFP) is to select a qualified vendor to provide a comprehensive,
web-based MTSS digital platform. This solution must empower Cumberland County Schools to improve
student outcomes in academics, attendance, and behavior through data-driven intervention tools and
tailored instructional support for all students.
V. Project Expectations
The selected web-based platform must allow for the assignment of tailored educational support methods
that address the unique requirements of every student. It should equip staff with interactive resources for
intervention that facilitate multiple levels of assistance, specific guidance, and focused teaching. This
program will underpin a comprehensive multi-tiered framework designed to support the entire
development of the child, aiming for beneficial and lasting student results.
Data Integration
The platform must serve as an authoritative source by aggregating data from various district systems.
SIS integration: Seamless nightly sync with Infinite Campus for rostering, demographics,
attendance, and behavior incidents.
Assessment Ingestion: Support automated nightly data ingestion with major assessment partners.
Historical Data: House unlimited years of historical data to track student progress longitudinally.
Automated Data Export: Support automated nightly SFTP exports of all platforms to a shared folder
for district IT use with external platforms.
Student Data And Intervention Planning & Management
The platform must automate the identification of students requiring support to ensure student needs are
met and timeliness.
5

6
Automated Tiering: Ability for administrators to apply cut-scores to universal screeners to
automatically recommend Tier 2 or Tier 3 status.
Teacher/Interventionist View: At-a-glance rosters showing risk levels and support plan status.
Longitudinal Profiles: Provide a comprehensive view of student progress over multiple years,
including academic assessments, behavioral incidents, attendance, support plans, and graduation
readiness.
Support Planning: Create goals aligned to best practices, generate support plans, and assign
progress monitors in accordance with MTSS best practices
Customizable Evidence-Based Library: Have an embedded library of research-based interventions
(literacy, math, SEL, behavior, and attendance).
College and Career Readiness (CCR): Provide a centralized "CCR Tab" for grades 6-12 to track
graduation readiness, benchmark results, and action items such as FAFSA and transcripts.
Chronic Absenteeism Tracking: Programmatically identify students at risk for chronic absenteeism
based on customizable thresholds of missed school days.
Attendance and Early Warning Framework
To keep students engaged and progressing, the software must prioritize the use of attendance and
engagement information:
Proactive Alert System: The tool must include a framework that flags students who may be at risk
based on their attendance patterns and behavioral cues before their performance declines.
Information-Driven Attendance Culture: It should help establish an environment where attendance
is managed through data by highlighting current patterns and school-wide risks for administrators.
Preserving Learning Time: By enabling staff to recognize issues at an early stage, the system should
help decrease the amount of classroom time lost and ensure students stay current with grade-level
material.
Behavioral Support and Intervention
The platform must provide a unified space to monitor and manage student conduct and well-being:
Detailed Incident Tracking: The system should allow staff to record and examine specific details of
behavioral incidents, including the time of day, how often they occur, the setting, and what triggered
the event.
Strategic Behavior Plans: It must include a library of verified methods for addressing academic,
attendance, and or behavioral needs and facilitate the creation of focused support plans for
students requiring supplemental and intensive guidance.
Safety and Risk Oversight: The platform must include specialized features for evaluating and
managing safety concerns.
Collaborative Case Management: Tools should be included to help teams work together on sensitive
cases without excessive administrative work.
User Experience and AI Innovations
The District is interested in a platform with innovative tools that reduce administrative burden for teachers.
User-Friendly Interface: Provide an intuitive, responsive interface with embedded help resources.

7
Role-Based Access: Enforce secure, responsibility-based permissions for district admins, school
leaders, teachers, and external providers.
External Provider Integration: Enable a secure, permission-based interface for external
service providers (e.g., third-party tutors) to document progress monitoring and
intervention fulfillment without accessing the broader student educational record.
Administrative Support: AI-powered tools to automate meeting administrative tasks.
MTSS Chatbot: A secure, context-aware assistant to help educators interpret data and differentiate
instruction in real-time.
Automated Meeting Summaries: AI-driven tools to transcribe or summarize MTSS team meetings.
Long-Term Implementation Objectives
The proposed software must demonstrably assist the district in reaching the following primary targets:
Address Disproportionate Treatment for Students with Disabilities: Use broad system oversight
and specialized tracking tools to monitor for fairness and student involvement across the entire
district.
Enhance Scholastic Success: Show a measurable increase in students reaching their educational
targets while significantly decreasing the time staff must spend on the logistics of planning these
supports.
Reduce Educator Workload: Improve educator satisfaction and reduce burnout by automating 80%
of manual MTSS data entry and report generation tasks.
Increase Family Engagement: Increase documented family engagement in the intervention process
to ensure support continues beyond the school day.
Early Identification: Reduce the number of students requiring Tier III intensive support by
identifying and successfully intervening with 'at-risk' students at the Tier I or Tier II level.
Significant Decrease in Disciplinary Removals: Utilize live behavioral information to make
preemptive changes to how students are taught, thereby lowering the number of in-school and
out-of-school suspensions.
Lower Rates of Alternative Schooling: Use consistent higher-tier behavioral supports to keep
students in their standard learning environment.
Eliminate Differences in Discipline Outcomes: Ensure all help is provided based on objective
information rather than classifications, helping to reduce gaps in how students of color and their
classmates are treated.
