DESCRIPTION: The Department of Veterans Affairs, VA Columbia Healthcare System located at 6439 Garners Ferry Road, Columbia, SC 29209 on behalf of the Joseph Maxwell Cleland Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033 intends to make a direct award to ProAim Americas, LLC, Unique Entity Identifier (UEI) KECHQ6LN3HN7, a Small Business for the purchase and removal of an existing Carl Zeiss Pentero 800 S Surgical Microscope, which has reached end of life and the purchase and installation of new, replacement of a Carl Zeiss Kinevo 900 S- Surgical Microscope. All existing and replacement equipment is proprietary to Carl Zeiss.
ProAIM Americas LLC. is classified as a Small Business and is Carl Zeiss s only authorized sales representative. Furthermore, Carl Zeiss has authorized ProAim Americas LLC. to be the only company authorized to represent Zeiss related to Service Contracts and or on-site repairs for Carl Zeiss products. Carl Zeiss will NOT accept purchase orders from other companies for purchase, service or repair. ProAim Americas, LLC. is the only company authorized by Carl Zeiss to dismantle, repair or modify existing Carl Zeiss equipment without voiding equipment warranties and providing product support (repairs) to both the equipment and software.

The North American Industry Classification Code (NAICS) 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, with a Small Business Size Standard of 1,250 Employees.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than August 22, at 11AM EST. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7, will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award.


Requirement:
The Joseph Maxwell Cleland Atlanta VA Medical Center (Facility Number 508) requires the brand name only purchase of one (1) Carl Zeiss Kinevo 900 S- Surgical Microscope and its associated peripherals for a variety of complex surgeries, particularly in neurosurgery and otolaryngology (ENT). The current Carl Zeiss Pentero 800 S Surgical Microscope has reached its end of life and had recently (July August 2025) incurred several repairs requiring on site vendor support. Without a functional and operating microscope, the Atlanta VA Medical Center will not be able to provide most Neurosurgical and Spine procedures. Thus, the facility would be unable to provide a high standard of care and would force patients into receiving care in the private sector, thus incurring additional costs to the VA.

This is a BRAND NAME ONLY requirement IAW FAR 13.106-1(b)(2)- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
