The Town of Poughkeepsie invites sealed bids for construction of the "SPACKENKILL TRUNK LINE 24" PIPE UPGRADE, Contract No. 2025-02" as set forth in the Bid Documents prepared by the Town of Poughkeepsie.
The work proposed under this contract consists mainly of abandonment of the existing 12" gravity sewer trunk line and installation of a new 24" gravity sewer trunk line and related concrete manhole structure(s). Also included is all layout, asphalt repairs and landscape restoration. The work will be adjacent to Enterprise Drive, within a Town of Poughkeepsie utility easement, across an undeveloped partially wooded area. All work shall comply with the accepted safety standards and better business practices.
The project is bid as a lump sum for the defined work, base bid. The lowest bid will be determined on the basis of the sum of the base bid submitted by a qualified bidder for the project for the work on the bid sheet as chosen by the Town of Poughkeepsie.
The Bid Documents may be reviewed at and obtained from the Office of the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 after February 26, 2025 and will also be available simultaneously on the Town's website and BidNet. Any addenda will be similarly available. Pursuant to the provisions of General Municipal Law of the State of New York (GML) Section 102, persons desiring to take a copy of the Bid Documents may obtain them, subject to a deposit to guarantee their safe return, in the amount of $500 for each set, payable to the Town of Poughkeepsie by certified check or money order. Such deposit shall be refunded or partially refunded pursuant to the provisions of GML Section 102. There is no charge for the Bid Documents downloaded from the Town's website.
There will be an optional site visit for bidders on March 12, 2025 at 1:00 pm. Bidders shall meet at the project site along Enterprise Drive, in the Town of Poughkeepsie. Bidders shall note that this optional visit is in fact the only scheduled opportunity to make the field measurements required for the bid preparation.
Sealed Bids will be received by the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 until 11:00 am (local time) March 25, 2025 at which time they will be publicly opened and read aloud. A bid shall be made upon and in accordance with the form of proposal included in the Bid Documents and the bid shall be submitted in a sealed envelope marked "SPACKENKILL TRUNK LINE 24" PIPE UPGRADE, Contract No. 2025-02 Bid Proposal".
Each bid shall be accompanied by an acceptable form of Bid Guarantee (a Certified Check of the bidder drawn payable to the Town of Poughkeepsie or a Bid Bond in favor of the Town of Poughkeepsie from a recognized insurance carrier) in the amount of five percent (5%) of the amount bid as a guarantee that if the Bid is accepted, the Bidder will enter into a contract with the Town of Poughkeepsie under the terms of the Bid Documents.
The Town of Poughkeepsie (the Town) reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Town.
Bidders are required to execute the non-collusion bidding certificate pursuant to GML Section 103- d that is included in the Bid Documents.
Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York.
The Town of Poughkeepsie hereby notifies all Bidders that it will affirmatively insure that in regard to any agreement entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of an award.
