1. INSTRUCTIONS TO BIDDERS
1.1 Invitation to Bid Timeline

1.2 Question and Answer Period:
All questions regarding this Invitation to Bid (ITB) shall be submitted via email to Nicole Supan,
Purchasing Supervisor, at nsupan@cityofventura.ca.gov PRIOR to Tuesday, May 5, 2026, at
2:00 PM. Any questions submitted after the deadline shall be rejected. All questions will be
answered in the form of an addendum.
1.3 Bid Submission:
To be considered, all bids must be submitted in the manner set forth in the ITB. It is the
Responder's responsibility to ensure that its/their bid arrives on or before the specified time.
Bidders shall provide one (1) hard copy in a SEALED envelope clearly marked with the Bid
Number, and one (1) PDF electronic copy sent via email to the Purchasing Supervisor, Nicole
Supan at nsupan@cityofventura.ca.gov, submitted on or before Wednesday, May 20, 2026,
at 4:00 PM PST. If discrepancies are found between the hard copy and the PDF, the hard
copy will provide the basis for resolving such discrepancies. If no document can be identified
as the original, proposal may be rejected at the discretion of the City.
No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will be
considered in the absence of a hard copy sealed proposal.
Bids received after the scheduled submittal deadline will be returned. Bids postmarked prior
to submittal deadline, but received after the deadline, will be returned.
1.5 Bid Format:
Bids must be submitted in the format described in the Bid Format and Requirements
Section No. 3.1. Proposals must be complete in all respects as required in the Bid Format and
Requirements Section. Bids are to be prepared in such a way as to provide a straightforward,
concise description of capabilities to satisfy the requirements of the ITB. Expensive binding,
colored displays, promotional materials, etc., are not necessary or desired. Emphasis should
be concentrated on conformance to the ITB instructions, responsiveness to the ITB
requirements, and on completeness and clarity of content. A proposal may not be considered
if it is conditional or incomplete.
1.6 Insurance Requirements:
Successful firm shall provide insurance as noted in Exhibit "C" of Attachment "C" General

Services Agreement.
1.7 Agreement Prices:
At any time during the course of this anticipated contract the City may alter the Scope of Work,
making changes to the assignments and times indicated, and/or adding or deleting
assignments as deemed necessary. The City and firm will negotiate changes to the contract
pricing accordingly.
Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,
if allowed under this Contract, must be requested in writing and accompanied by the required
information to substantiate the request for price adjustment, as set forth in the Contract. No
price adjustment allowable under this Contract will be granted retroactively. The CITY must
also be given the benefit of any decline in prices. If any price increase is granted by the CITY,
the increase shall not be greater than the Consumer Price Index (CPI) of the current year.
1.8 Agreement/Contract:
A copy of the City of Ventura's General Services Agreement, Attachment "C" is included
herein, as it will be the document executed into a final contract between the City and the
awarded Consultant. You do not have to return Attachment "C" with your bid; the sample
General Services Agreement is provided for reference only and does not have to be returned
with the bid.
1.9 Term of Agreement
The initial term of this Agreement shall commence on July 1, 2026, and will continue for a
period of one (1) year. The City may elect, at its own option, to renew this Agreement for four
additional one-year increments. Initial term, plus any option to extend shall not exceed a total
of five years.
1.10 Subcontracting:
No Subcontracting any portion of Consultant's duties under this agreement without prior
written consent of the City.
1.11 Communication with City Staff or Elected City Representatives:
Any communication with City staff or City Elected Representatives, except for the Purchasing
and Contracts Division, regarding this ITB is prohibited. Disregard of this provision could result
in rejection of the bid.

2. SCOPE OF SERVICES
2.1 GENERAL
The Contractor shall provide all labor, supervision, equipment, materials, and incidentals
necessary to install and maintain traffic striping and pavement markings as directed by the
City. Work shall include traffic lanes, bicycle lanes, symbols, legends, and related markings.
All traffic striping and pavement markings shall conform to the latest edition of the California
Manual on Uniform Traffic Control Devices (CA MUTCD). Materials and installation shall
conform to the latest editions of the Caltrans Standard Specifications and Standard Plans,
including Section 84 (Traffic Stripes and Pavement Markings). All materials shall be listed on
the Caltrans Authorized Materials List (AML) or Approved Products List (APL), as applicable.
The City reserves the right to furnish materials. The Contractor shall install City-furnished
materials at no additional cost unless otherwise approved.
The Contractor shall comply with all applicable traffic control requirements, including the Work
Area Traffic Control Handbook (WATCH) and all State and City regulations.
Damage caused to public or private improvements by the Contractor's operations shall be
repaired or replaced at the City's direction to the satisfaction of the City's Representative, and
at no cost to the City.
2.2 WORK ORDERS AND SCHEDULING
The Contractor shall respond to work orders within five (5) business days. Upon acceptance,
work shall begin within fifteen (15) calendar days and be completed within thirty (30) working
days unless otherwise specified in the work order or directed by the City Traffic Engineer.
Failure to respond or perform may result in reassignment of work by the City.
Working hours shall be between 7:00 a.m. and 4:00 p.m. on non-arterial streets. Work on
arterial streets and night work shall be performed as approved by the City Representative.
2.3 STRIPING REQUIREMENTS
Striping shall be applied in accordance with the California Manual on Uniform Traffic Control
Devices (CA MUTCD) for layout, patterns, and dimensions. Standard lane line patterns shall
follow a 24-foot cycle consisting of 7 feet painted and 17 feet unpainted.
Two-way left-turn lane markings shall consist of solid and broken yellow lines in accordance
with CA MUTCD standards.

The striping equipment shall be capable of producing variable skip patterns, including
simultaneous application of solid and broken lines. Tolerance for skip striping shall be within 4
inches.
Striping shall be applied in a manner that produces straight, uniform lines with consistent
thickness and clean, well-defined edges. The equipment shall be capable of applying both
straight and curved markings without abrupt breaks or irregularities.
Application rates shall be consistent with Caltrans Standard Specifications Section 84 and
manufacturer recommendations. Typical application rates are as follows, unless otherwise
approved by the City Representative:
* Broken 4-inch lines: 6 to 6.5 gallons per mile
* Solid 4-inch lines: 17 to 18 gallons per mile
* Glass beads: approximately 6 pounds per gallon
Striping materials shall be applied only to clean, dry pavement surfaces. Application shall
occur only when ambient and surface temperatures, as well as weather conditions, are within
the manufacturer's recommended limits.
2.4 EQUIPMENT
All equipment used to perform the work shall be subject to approval by the City Representative
and shall include, as necessary, cleaning equipment (including brooms, brushes, air blowers,
and compressors), striping machines, bead dispensing equipment, auxiliary hand spray
equipment, and other equipment required to satisfactorily complete the work.
Striping machines shall be of the spray-type and capable of producing uniform lines of
consistent width, thickness, and alignment with clean, well-defined edges free of overspray,
running, or spattering. Equipment shall have sufficient paint capacity and operating pressure to
complete the work without unnecessary interruption.
Striping machines shall be capable of applying multiple colors simultaneously and shall include
suitable adjustments for varying line widths. Equipment shall be equipped with an automatic
cycling device capable of producing intermittent (skip) lines in accordance with specified
patterns. Rapid-dry paint shall be applied using airless-type equipment.
All internal combustion engines used on the project shall be equipped with manufacturer-
recommended mufflers and shall not be operated without such mufflers.
Traffic control equipment shall conform to applicable requirements of the Work Area Traffic
Control Handbook (WATCH). Striping operations conducted within traveled ways shall utilize

appropriate warning devices, including arrow boards, channelizing devices, and other safety
equipment as required to protect the public and workers.
The Contractor shall provide sufficient equipment and capability to perform work during
nighttime operations when required by the City Representative.

2.5 MATERIALS
Thermoplastic and painted traffic stripes and pavement markings shall conform to Caltrans
Standard Specifications Section 84-2.
Unless otherwise specified in the work order, thermoplastic shall be applied using extruded
methods. Pedestrian crosswalks, limit lines, yield lines, and stop legends shall be installed
using extruded thermoplastic.
Sprayable thermoplastic may be used only when specified in the work order or approved by
the City Traffic Engineer for applications such as lane lines, centerlines, turn arrows, bicycle
symbols, and similar markings.
As an alternative and subject to approval by the City Traffic Engineer, waterborne traffic paint
may be used in lieu of thermoplastic where appropriate and shall be applied in the number of
coats necessary to achieve proper coverage, durability, and edge definition, with sufficient
curing time between applications.
Raised pavement markers shall conform to Caltrans Standard Specifications Section 81-3 and
shall be listed on the Caltrans Authorized Materials List (AML) or Approved Products List
(APL), as applicable.
Striping that does not meet alignment, coverage, or durability requirements as determined by
the City Representative shall be removed and replaced at no additional cost to the City.
2.6 MEASUREMENT AND PAYMENT

Traffic striping and pavement markings shall be measured by linear foot or by each symbol,
legend, or marking, as specified in the work order. Other units of measurement shall conform
to the units designated in the Contract Items List or work order.
Linear measurements shall be made using a standardized measuring device designed for this
purpose; vehicle odometer readings will not be accepted.
Payment shall be based on quantities authorized in the work order and shall include full
compensation for all labor, materials, surface preparation, traffic control, equipment, and
incidentals necessary to complete the work.
The Contractor shall complete the work within the time period specified by the City and shall
submit itemized invoices within 30 days of completion.
Invoices shall include the work order number, street segment or location, quantities installed,
and completion date, and shall correspond directly to the issued work order.
2.7 GENERAL REQUIREMENTS
Licensing and Professional Certification
Contractor shall have and maintain a State of California Classification either Class A (General
Engineering Contractor) or Class C-32 (Parking and Highway Improvement Contractor), in
good standing for the duration of the Contract
Traffic Control
Contractor shall provide and maintain all proper traffic control devices required for the
assigned work per the latest edition of the State of California's Manual of Uniform Traffic
Control Devices (MUTCD). Proper barricades, signage, and caution tape shall remain in place
if the work area requires additional closure dates or extended time to complete.
If a lane closure is necessary, contractor shall notify the appropriate City contact at least
seventy-two (72) hours prior to commencement of work. A Traffic Control Plan must be
submitted to the City Traffic Engineer forty-eight (48) hours prior to the commencement of the
work.
If Parking is to be prohibited during work "No Parking" signs shall be posted seventy-two (72)
hours prior to work commencing.
Safety

All work conducted by the contractor and its representative shall conform to current applicable
California Occupational Safety and Health Administration (CAL-OSHA) laws and regulations.
Contractor shall maintain safety certifications and provide city with copies of training records.
Contractor must strive to maintain good public relations at all times. The work must be
conducted in a manner which will cause the least possible interference and annoyance to the
public. Work must be performed by competent employees and supervised by an experienced,
foreman or supervisor.
Storm Water
No material generated during work operations is permitted to enter any storm drain. The
contractor is required to abide by the City of Ventura Ordinance Chapter 8.600 Storm water
Quality Management. Including all applicable Best Management Practices (BMPs) for the
duration of the contract.
Accident Reporting
Contractor shall immediately notify the City of any accident, regardless of whether or not injury
or damage is evident, involving the contractor's staff, vehicles, or equipment while on the work
site. Contractor shall take photo documentation of damage and immediately report to
appropriate City contact. Contractor shall document any damage that exists before the onset
of work. The Contractor shall take photographs of existing damage and report to appropriate
City contact prior to commencing any work. Any damage caused as a result of the
Contractor's actions shall be the sole responsibility of the Contractor to repair or pay in full for
damages.
Clean Up
The contractor's operations for the storage and preparation of materials shall be limited to a
designated area by the City Representative. Contractor shall remove all debris generated as
work progresses. The street, parkway, and private property shall be kept clear of debris at all
times. It shall be the responsibility of the contractor to dispose of all waste debris generated by
the contractor.
All debris from operations shall be cleaned up each day before the work crew leaves the site.
Areas are to be left in a condition equal to or better than that which existed prior to the
commencement of tree operations.
Invoicing/Billing
Invoicing for services rendered are required for proper payment. The Purchase Order Number
and work completed must be identified on the invoice.
