The solicitation number for this combined synopsis-solicitation is FA483025Q0038 and it is issued as a Request for Quotation (RFQ). The above-mentioned number shall be used to reference any written quote provided under this RFQ. All references to “offer” or “offeror” in the solicitation, clauses, and provisions for this RFQ are deemed to have the meaning of “quotation” and “quoter” respectively.



This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-04, Defense Federal Acquisition Regulation System (DFARS) Change 01/17/2025 and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) Change 10/16/2024.



This acquisition will be set aside 100% for Small Business in accordance with FAR 19.502-2(a).



The North American Industry Classification System (NAICS) code for this project is 811490 with a size standard of $9.0 million.



The purpose of this solicitation is for the procurement of Fitness Equipment Maintenance Services in accordance with the attached Performance Work Statement (PWS).

Base Yr: 1 Oct 2025 – 30 Sep 2026



Option 1: 1 Oct 2026 – 30 Sep 2027



Option 2: 1 Oct 2027 – 30 Sep 2028



Option 3: 1 Oct 2028 – 30 Sep 2029



Option 4: 1 Oct 2029 – 30 Sep 2030





Evaluation factors for this requirement are price, technical, and past performance. Quotes shall be submitted as follows in accordance with FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Addendum) on page 19 of the solicitation:



1. Price: Quoted prices must be submitted using the Pricing Schedule at Attachment 2. Quoters shall insert unit prices in the attached pricing schedule, rounded to the nearest cent (for example $0.02 not $0.0231), and sign acknowledging the terms and conditions of the RFQ. Quoters rejecting the terms and conditions may be excluded from consideration. Note: Department of Labor (DOL) Wage Determination 15-4493 Rev. 29, dated 7/08/2025, at Attachment 3, applies.



2. Technical: The quoter must submit a technical approach that clearly demonstrates a complete and realistic plan to meet the requirement as stated in the Performance Work Statement (PWS). Technical approach shall cover quoter plan for Initial Inspection (PWS Section 1.4.1), Maintenance Plan (PWS Section 1.4.2), Preventative Maintenance/Inspections (PWS Section 1.4.3), Non-Routine Service Calls (PWS Section 1.4.4), and Emergency Repairs (PWS Section 1.4.5). Regurgitation of the PWS will be considered technically unacceptable. The quoter shall also provide proof of certification and training to perform maintenance and repair services for Life Fitness, Cybex, Precor, AbCoster, Free Motion, and Hammer Strength fitness equipment (reference PWS section 1.4.8 and Appendix B). Total technical submission shall be no more than thirty (30) pages.



3. Past Performance: The contractor may submit no more than three (3) past performance references. References should be for services similar in scope to this requirement that have occurred in the last five (5) years prior to the closing date of this solicitation. References for past performance shall include a point of contact, their phone number, email address, name of the company, contract number (if applicable), contract cost and period of performance. Evaluation of past performance may consider past performance information obtained from any suitable source, such as Air Force automated past performance data bases (i.e. CPARS, SAM.gov), direct local business experience with the quoter, or similar.





Evaluation: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract to the quoter whose quote is judged to represent the best value to the Government based on price, technical acceptability, and past performance records. Award will be made on a Lowest Price Technically Acceptable basis.

A site visit will be held on 16 July 2024 at 10:00 AM EST. Interested vendors shall meet at the 23d Contracting Squadron, 4380 Alabama Road, Moody AFB, GA 31699. Parties will then proceed to the Moody AFB Fitness Center, 4851 Burrell St, Moody AFB, GA 31699, to analyze the fitness equipment to be maintained. The base pass request form, Attachment 4, will need to be completed no later than 15 July 2025, 5:00 PM EST and sent to connor-marie.smith@us.af.mil and gerard.entwisle.2@us.af.mil.

Amendment 001: The purpose of this is to clarify this is a recompete for an existing requirement by the ID of FA483020C0011.



Amendment 002: The purpose of this amendment is to update the equipment listings in Attachment 1 - Performance Work Statement.



Amendment 003: The purpose of this amendment is to move the RFQ due date to the 25th of July at 2:00PM EST, move the questions due date to July 24 at 12:00 PM EST, and to update the Wage Determination to the 29th Revision dated July 8th 2025.



Amendment 004: The purpose of this amendment is to address the questions raised during the solicitation period, as detailed in Attachment 7 – Questions and Answers.
