Standard Instructions to Bidders
STANDARD INSTRUCTIONS TO BIDDERS
INTRODUCTION:
The Town of Coventry is soliciting bids for the above named project. If there are
any conflicts between the instructions in these Standard Instructions to Bidders
and any other bidding document(s), these Standard Instructions to Bidders shall
prevail.

2. WALKTHROUGH & OBTAINING BID DOCUMENTS:
Specifications and bidding documents may be obtained from the Town’s website:
www.coventry-ct.gov/Bids.aspx . Please contact Mike Ruef at 860-531-2913 or
mruef@coventry-ct.gov with any questions or to schedule a bid walkthrough.
3. COST OF BIDDING DOCUMENTS:
Each bidder may obtain one set of printed bid documents free of charge.
Additional printed bid documents may be requested at $.50 per letter size page
and $7.00 per 24” X 36” plan size page. Requesting documents electronically is
free and encouraged.
4. BID SUBMISSION INSTRUCTIONS:
A. One (1) original and one (1) copy of all bids must be submitted in a sealed
envelope clearly marked “Sludge Hauling & Tank Cleaning 2026”. If
forwarded by mail or courier, the sealed envelope must be addressed to
“Office of the Town Manager” Town of Coventry, 1712 Main Street
Coventry, Connecticut 06238. Bids must be at the Town Manager’s Office
by 1:00 P.M. the date of the Bid Opening noted in Section 2 entitled KEY
EVENT DATES. Postmarks are NOT an acceptable waiver of this policy.
Corrections and or modifications received after the first bid is publicly
opened will NOT be accepted.
B. Ditto marks or words such as “SAME” on the Bid Form are NOT considered
writing and must not be used.

C. All information must be submitted in ink or typewritten. Mistakes may be
crossed out and corrections inserted. Corrections must be initialed by the
person signing the bid.
5. QUESTION & REQUESTS FOR INFORMATION:
Any questions or requests for information regarding the Standard Instructions,
Scope of Work, specifications, bidding and contract documents must be submitted
via email to mruef@coventry-ct.gov . Any substantive changes or interpretations
will be issued by the Town in writing as an addendum. It is the responsibility of
each bidder to check the Town’s website for addenda prior to submitting any bids.
Addenda will be posted 1 week prior to bid opening. See Section 2 of these
Standard Instructions for actual dates.
6. TAX EXEMPTIONS:
The Town of Coventry is exempt from Federal Excise taxes and Connecticut Sales
and Use taxes. Bidders shall avail themselves of these exemptions.
7. INSURANCE & BONDS:
The vendor awarded this bid must provide a current Certificate of Insurance to the
Town Manager PRIOR to commencement of work, with the following
requirements:
A. Liability limits for bodily injury and personal injury, $2,000,000
B. Liability limits for property damage w/ motor vehicles $1,000,000
C. Worker’s Compensation, as required by Connecticut State statutes
D. The “Town of Coventry” is to appear as an additional insured on all
Certificates of Insurance
E. All insurance to be provide by a company authorized to issue such insurance
in the State of Connecticut
F. No insurance may be canceled or modified without (60) sixty days written
notice by registered U.S. Mail to “Town Manager, Town of Coventry, 1712
Main Street, Coventry, Connecticut 06238
A Bid Bond is NOT required for this contract.
8. INDEMNIFICATION:
The Contractor shall hold harmless, defend and indemnify the Town of Coventry
(‘the Town”) from all loss, liability, damage, penalty, expense or fee, including
attorney’s fees, or other costs or obligations which result from or arise out of the
performance or breach of obligations of the Contractor, any employee, agent or
personnel, including without limitation, claims brought against the Town by third
parties, employees of the Town, or employees of the Contractor. The
indemnification provisions shall survive the termination of the Contract.

9. GUARANTEE/WARRANTY:
Any product warranty offered by the manufacturer or distributor, in excess of one
(1) year, shall be given to the Town of Coventry by the vendor.
10. PERMITS:
The bidder is solely responsible for obtaining all required permits, obtaining all
necessary inspections and approvals, and satisfying any and all fees. The Town will
waive all Town of Coventry fees for building permits and inspections. Any
applicable State of CT permit fees shall be paid by the bidder.
11. CIVIL RIGHTS COMPLIANCE:
The Bidder is required to comply with all provisions of the Civil Rights Act of
1964, the Equal Employment Opportunity Act of 1972, Executive Orders
11246, 11375, 11478, and if applicable, the Connecticut Fair Employment
Practice Law.
12. FORM OF CONTRACT:
A. The Town of Coventry intends to issue a purchase order(s) to the vendor
for the amount of the bid. All performed work must have work orders
signed off by an employee from the facility at which the work was
performed. All facilities will assign a key employee to have the
authorization to call in for service and sign off on work orders. A list of
those employees will be supplied to the vendor upon signing of the
contract.
B. The Town of Coventry intends to enter into an agreement with the
successful bidder. The agreement will include and incorporate the
provisions of these Standard Instructions to Bidders, Scope of Work
Documents, and the Bid Form submitted by the successful bidder.
13. CONTRACT PERIOD:
The initial contract period shall be one (1) year; from July 1, 2026 through June 30,
2027. The contract may be extended annually for an additional 9 years if the scope
of work does not change, and if reasonable cost increases are agreed upon in
writing by both parties.
14. OCCUPATION SAFETY AND HEALTH ADMINISTRATION (OSHA):
The bidder agrees to follow any and all Connecticut and Federal OSHA regulations
as they may relate to this bid.
15. AWARDING THE BID:
The Town of Coventry reserves the right to accept or reject, any, all, or any part of
bids, to waive formalities or informalities, and to award the bid deemed to be in
the best interests of the Town.
