SHIP TO SHORE CONNECTOR (SSC) ADVANCE SKIRTS PRESOLICITATION NOTICE
THIS IS NOT A REQUEST FOR PROPOSALS.
The Government intends to establish two indefinte delivery, indefinite quantity follow-on contracts to two small business concerns.
Approved sources are:
a. Avon Engineered Fabrications LLC (formerly Bell Avon) Picayune, MS (CAGE Code 66618)
b. SMR Acquisition LLC (formerly BE Aerospace Inc.) in Fenwick, WV (CAGE Code 0ACH0)
NSWC Panama City Division (NSWC PCD) on behalf of the SSC program is conducting a survey of approved sources. NSWC PCD intends to solicit and establish a multiple award contract to compete delivery orders amongst approved vendors, as skirt materials and manufacturing processes must meet the requirements of Amphibious Craft, Air Cushion Project Peculiar Document No. 802-6336529E Skirt Material Characteristics and Requirements dated 25 May 2010 and Landing Craft, Air Cushion Project Peculiar Document NO. 802-6336530C Skirt Fabrication Procedures dated 3 March 2005. Materials and processes are subject to approval by the Naval Sea Systems Command. SSC skirts will be fabricated in accordance with NSWC PCD drawings. Distribution of these documents is limited to the Department of Defense (DoD) and U.S. DoD Contractors only and contain data subject to export restrictions. Access to the drawings does not constitute an approval to manufacture the skirts. NAVSEA conducted a testing and qualification program for the aforementioned vendors under contract numbers N61331-14-D-0021 and N61331-14-D-0022, Avon Engineered Fabrications LLC and SMR Acquisition LLC respectively, for fabricating LCAC flexible skirt systems. The qualification procedures consisted of first article tests for each vendor, which were both successfully fulfilled under the contract terms and accepted by the government. This procurement will be based on other than full and open competition to these suppliers based on their unique capabilities in accordance with the provisions of FAR 6.302-1(b)(1)(ii). NAVSEA does not expect to approve and reprocess requests for first article submissions.
