INQUIRIES. Offerors may make inquiries regarding this ITB any time during the inquiry period listed in the Calendar of
Events. To make an inquiry, Offerors must login to OhioBuys, navigate to the solicitation, open the Inquiry tab and submit
their inquiry.
Offerors will not receive a personalized e-mail response to their question, nor will they receive notification when the
question has been answered.

and navigating to the inquiries section of that page. ODRC will try to respond to all inquiries within 48 hours of receipt,
excluding weekends and State holidays. ORDC will not respond to any inquiries received after 12:00 pm. on the inquiry

PURPOSE. The Ohio Department of Rehabilitation and Correction (ODRC) is soliciting competitive sealed bids raw
material garment fabric and cloth sheeting and this ITB is the result of that request. If a suitable offer is made in response
to this ITB, the State of Ohio (State), through ODRC, may enter into a contract (the Contract) to have the selected Offeror
(the Contractor) perform all or part of the Project (the Work). This ITB provides details on what is required to submit a bid
for the Work, how the State will evaluate the Bids, and what will be required of the Contractor in performing the Work.
This ITB also gives the estimated dates for the various events in the submission process, selection process, and
performance of the Work. While these dates are subject to change, prospective Offerors must be prepared to meet them
as they currently stand.
Once awarded, the term of the Contract will be from the award date through June 30, 2027. Any further renewals will be
by mutual agreement between the Contractor and ODRC for any number of times and for any period of time. The
cumulative time of all mutual renewals may not exceed four (4) years and are subject to and are contingent upon the
discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in each new biennium. ODRC
may renew all or part of this Contract subject to the satisfactory performance of the Contractor and the needs of the
Agency.
Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of
the Project may result in ODRC refusing to consider the Proposal of the Offeror.
BACKGROUND. The Ohio Department of Rehabilitation & Corrections (ODRC), as established under House Bill 494,
with responsibilities defined in Ohio Revised Code 5120 oversees the supervision of over 44,900 offenders in Ohio at 28
state prisons, which includes 3 prisons operating as private prisons, contracted to the agency. The institutions vary in level
of security and include corrections reception centers, correctional camps, and pre-release centers. The mission of ODRC
is to reduce recidivism among those we touch. The values of the agency are aligned to support the mission of the agency.

Final responsibility for operation of the Department rests with the Governor who appoints the Director. The Department's
Director serves at the pleasure of the Governor. The Director has full power and authority in the supervision and control of
the Department's affairs and is its chief administrative officer.
Ohio Penal Industries (OPI) is a division of the Ohio Department of Rehabilitation and Correction. The OPI Toilet Tissue
Shop, operating out of the Belmont Correctional Institution, employs incarcerated adults to produce all toilet tissue items
for the incarcerated populations of the Department of Rehabilitation and Corrections (DRC) and other State of Ohio
government agencies.
Scope of Work
DRC260082 is initiated for the purchase of raw material virgin toilet tissue parent rolls that will be used to manufacture
toilet tissue products at the OPI Toilet Tissue shop located at the Belmont Correctional Institution.
This is not a request for a one-time shipment of all listed materials and quantities. This program has both immediate and
on-going need for these materials. Due to time-sensitive nature of the OPI toilet tissue shop, the Agency requests delivery
within thirty (30) days after receipt of order (ARO).
Offeror Requirements:
• Submit a bid for raw material toilet tissue parent rolls that meets the standards identified in the ITB.
• Certify ability to complete the project and ship the merchandise within 30 days after receipt of signed contract.
• Describe experience of firm in providing raw material toilet tissue parent rolls similar to this ODRC project.
• Affirm understanding of project requirements.
• Indicate willingness and ability to provide samples of offered items within 10 business days of receiving a request.
• Indicate willingness to comply with State of Ohio Contract Terms and Conditions, as provided and follow ODRC
policies.
• Provide information pertaining to warranty for materials.

General Requirements:
• All product offered shall be free from any type of manufacturing defects, dirt, and debris which could impair the
material’s appearance or usability. The product shall be uniform in color and shade with no visible variance
throughout the length of the roll upon delivery. Defective product discovered when the original roll, carton, or bale
is opened and inspected for use will be rejected and returned immediately for credit at the Contractor's expense.
• Product shall be put up on appropriate size core and packaged in accordance with industry standards as such
to protect the product from the adverse effects of humidity, light, dust, dirt, moisture, and physical damage due
to impact and crushing during shipping, transportation, and storage. Packages shall be clearly marked to indicate
contents. A complete packing list shall accompany all deliveries.
• All product offered in response to this bid shall be first quality, new, unused and without defect.
• If requested by OPI, all bidders shall furnish samples of the offered product within seven days after receiving a
request.
• If requested by OPI, the awarded Contractor shall furnish Safety Data Sheets for all materials as requested. The
Safety Data Sheets provided shall be in accordance with Federal Register Volume 77, No. 58, or current version.
Agency Requirements
• Prepare space in advance for delivery.
• Provide copies of all relevant policies and procedures.
• Provide any necessary contractor orientation prior to delivery.
• Provide any escorts required to accompany the vendor’s staff.
• Approve passes for clearance of contractor supplies into facility.
• Review product at completion for acceptance.

• The delivery location is an operational correction facility where security conditions could create abnormal
delays or rejection of shipment(s). These conditions could include, but are not limited to, emergency
lockdowns, fog alerts and other inclement weather or events. The Contractor shall cooperate in good faith and
not interfere with the operations of the institution.
• Deliveries will be accepted from 8:00am to 10:00am and 12:00pm to 2:00pm, Monday through Friday,
excluding State observed holidays. The carrier is to call the OPI Toilet Tissue Shop at the institution prior to
arrival for authorization to deliver. No deliveries will be accepted during foggy or adverse weather conditions in
accordance with institution security procedures. All damaged items received shall be noted on the driver’s Bill
of Lading, placed back on the truck, and returned to the contractor for prompt replacement. In the event a
problem cannot be resolved with the institution shop manager, contact OPI Production Manager (CIM3) at

• Acceptance (transfer of title) will occur upon the inspection and written confirmation by the ordering agency
that the supplies delivered conform to the requirements set forth in the Contract. Unless otherwise provided in
the Contract, acceptance shall be conclusive except as regards to latent defects, fraud, or such gross mistakes
as amount to fraud.

• 2-Ply Virgin Toilet Tissue Parent Roll
o All products shall be free from any hazardous or toxic substances, safe to handle and for the intended
use, requiring no special concern or equipment.
o Septic system safe; chemical-free, paraben-free, and chlorine-free.
o Unglazed with a uniform appearance and free of foreign matter, undigested paper, wood slivers, shives,
and specks with no disagreeable odors when either wet or dry.
o Basis weight of 7.5 lbs./3,000 square feet for each ply, minimum.
o Cross-Machine Direction (CMD) (width) elongation (stretch) of 4% minimum per ply.
o Core size – must be on of the following sizes: 3”, 6”, 10”, 12”, or 15 ½”.
o Roll Diameter – Standard must be 50” to 54” and cannot exceed 59”.

BACKGROUND CHECKS
A Background check (LEADS) shall be completed on any individual contractor and may be conducted on anyone coming
into a correctional facility to provide supplies or services, prior to the contracted services being performed. Information
obtained from the background check shall be used to determine whether a contract may be awarded. ODRC will consider
all aspects of an individual's record and will give consideration to individuals with a criminal record. The cost of the
investigation will be the responsibility of the ODRC. Staff names shall be provided by the awarded Contractor to ODRC
within one week of contract award.
Awarded personnel must comply with current, and future state, federal and local laws, court orders, administrative
regulation, administrative directives, and policies and procedures of the ODRC and its respective institutions. DRC policies

SPECIAL INSTRUCTIONS TO BIDDERS
This will be an all-inclusive bid. Please list all fees on the Cost Summary (bid form).
DESCRIPTIVE LITERATURE
The Bidder may be required to submit descriptive literature of the supplies or services being offered. If requested, the
literature will be used in the evaluation process to determine the lowest responsive and responsible bidder. If not provided
as part of the bid response, the Bidder must provide said literature within seven (7) calendar days after request/notification
by the Office of Procurement Services to do so. Failure of the bidder to furnish descriptive literature either as part of their
bid response or within the time specified herein will deem the bidder not responsive.
CONTRACT AWARD
The contract will be awarded to the lowest responsive and responsible bidders. The estimated cost will be determined by
multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a
total for all items. Failure to bid on all items may result in the bidder being deemed not responsive. However, at the
discretion of ODRC, the contract may be awarded to multiple contractors in the order of lowest responsive and
responsible.
EVALUATION
Bids will be evaluated in accordance with Article I-15 of the “Instructions to Bidders.”
