Amendment 001 to Notice ID W912LR26QA018 (Update 16 June 2026)



The purpose of this amendment to Solicitation W912LR26QA018 is to accomplish the following:



(a) Incorporate Responses to Industry Questions (RFIs): Officially provide the Government's consolidated answers to vendor Requests for Information (RFIs) 1 through 12.



(b) Remove the Service Contract Act (SCA) Wage Determination: In accordance with the response to RFI #8, it has been determined that the labor categories required for this effort are professional services. Therefore, the SCA Wage Determination previously incorporated into the solicitation is hereby removed in its entirety.



(c) Clarify Scope of Services: Reiterate to all prospective quoters that this requirement is for non-clinical medical professional support services. Quoters are reminded that the labor mix and service hours have been adapted to meet current organizational needs, and proposals must be based strictly on the current Performance Work Statement (PWS), not on historical contracts or previous incumbent staffing levels.



There are no other changes to terms, conditions or attachments, unless otherwise specified explicitly in this amendment and reflected in the changes summary. All other terms and conditions not addressed in this amendment remain unchanged and in full effect. The period for receipt of quotations has not been extended. The period for questions and answers closed as of 16 June 2026, 4:00 pm local time (Puerto Rico).

Description of Services: PRARNG Medical Professional Support Services (Administrative Provider and Behavioral Health Specialist Support)



Agency: National Guard, Puerto Rico Army National Guard



Contracting Office: USPFO PR Purchasing & Contracting Division



This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR Part 12.201-1, Simplified Procedures. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.



Medical Professional Support Services (Administrative Provider and Behavioral Health Specialist Support): The Government intends to issue a Request for Quotation for non-personal commercial services requirement to obtain medical and behavioral health administrative case management and readiness support. Key services include conducting medical records reviews, issuing deployability determinations, managing medical profiles in Government systems (MODS, MHS Genesis), coordinating care with TRICARE and VA networks, and developing a local network of community-based BH providers. Services shall be provided by a licensed Medical Provider (MD/DO) and two credentialed Behavioral Health Specialists (LCSW, Psychologist, or CNS) and will be performed at Camp Santiago Joint Training Center, Salinas, PR, during standard business hours, with potential for occasional weekend work to support Soldier Readiness Processing (SRP) events. The prime contractor (henceforth referred as “contractor”) shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Medical Professional Services (Administrative Provider and Behavioral Health Specialist Support) Services, as defined in this PWS

This acquisition is not subject to the Defense Priorities and Allocations System (DPAS).



This requirement is a 100% Women-Owned Small Business (WOSB) Program set-aside under North American Industry Classification System (NAICS) 621112 Office of Physicians, Mental Health Specialists, in accordance with RFO FAR 19.107-2(c) and DFARS RFO FAR (Deviation 2026-O0037), using Simplified Procedures in accordance with subpart 12.201-1 for Commercial Products and Commercial Services to obtain non-personal services to obtain medical and behavioral health administrative case management and readiness support. Quotations are solicited from certified Woman-Owned Small Business Concerns (WOSB) concerns eligible under the WOSB Program (including Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns) in accordance with 13 CFR part 127. Quotes received from other concerns will not be considered.

Anticipated Period of Performance: 13 Jul 2026 to 11 Jul 2027 for base period, four 12-month option periods and one up to 6-months extension (see 52.217-9 and 52.217-8).

Deadline: 30 June 2026 at 1:00 PM Local Time (Puerto Rico) Submission Method: Quotes shall be submitted electronically to ng.prarng.purchasing-and-contracting.mbx@army.mil. Include the solicitation number in the subject line.



Questions: Submit questions to the same email address no later than 16 June 2026. Questions must relate to clarification of requirements, terms, and conditions only. The contracting office will not address questions explicitly stated in this solicitation and its attachments.



Basis of Award:



(a) Evaluation: The Government will award a firm-fixed-price (FFP) purchase order resulting from this solicitation to the responsible quoter who provides the lowest acceptable quote that demonstrates understanding of the requirements and conformance with the solicitation. This acquisition is being conducted strictly under RFO Part 12 simplified procedures for commercial products and commercial services. The Government is not conducting a source selection, and procedures from RFO Part 15 do not apply. To efficiently identify the lowest acceptable quote, the Government may evaluate quotes by first ranking them from lowest to highest price. The Government will then evaluate the technical and past performance factors of the lowest-priced quote. If the lowest-priced quote is determined to be acceptable, the Government may evaluate no other quotes and proceed to award.



(1) Quotes failing to meet all the terms and conditions of this solicitation, including buy terms, line-item descriptions, and attachments, will not be evaluated for award. The Government reserves the right to seek clarifications on the contents of the quote if determined necessary by the Contracting Officer.



(2) Quotes will be evaluated in accordance with RFO 12.203(a) review criteria for:



(i) Technical: The degree to which the quoter's proposed service meets the Government's requirements. Merely stating 'will comply with all PWS requirements' is insufficient.



(ii) Past Performance: The Government will consider primary Government sources for past performance such as Supplier Performance Risk System, Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), and other sources. Absent past performance with Government, the Government will consider experience from the commercial market and/or experience as a subcontractor. Past performance shall be relevant to the type of work in the Performance Work Statement. The purpose of past performance is to assess performance risk and capacity to perform. (iii) Price. Price will be evaluated to identify the lowest acceptable quote. The Government will evaluate the quoted price to determine price reasonableness. Price reasonableness will be established by comparing the quoted prices received in response to the solicitation, comparing quotes to the Independent Government Cost Estimate (IGCE), or using other accepted techniques.



(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).



(c) Notice of Purchase Order Award: The purchase order is the Government's offer to a supplier to buy certain products or services upon specified terms and conditions. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or substantial performance of the purchase order. The contracting officer may request that the contractor provide written acceptance of the order. See RFO 12.201-1(b).



(d) Responsibility Determination: In accordance with RFO FAR policy, the Contracting Officer must determine that the apparent successful quoter is responsible before awarding a purchase order. Separate from the price evaluation described in paragraph (a)(2)(iii), if the lowest acceptable quote features a price that is abnormally low, the Contracting Officer may use that as an indicator of performance risk. In such cases, the Contracting Officer may require the quoter to provide additional information (such as a breakdown of labor rates, material costs, or a risk mitigation plan) specifically to make an affirmative determination of responsibility and ensure the quoter has the capacity and competence to perform the requirement at the quoted price. Failure to demonstrate the capacity to perform at the quoted price may result in a determination of non-responsibility. Because this solicitation is set aside for Women-Owned Small Businesses (WOSB), any determination of non-responsibility for the apparent successful quoter will be referred to the cognizant Small Business Administration (SBA) office for a Certificate of Competency (COC) determination.



Note: This solicitation will be evaluated using Simplified Procedures consistent with RFO FAR 12.201-1 and 12.203 for evaluating Quotations. Quoters are reminded that, consistent with RFO FAR 12.201-1(b), Legal Effects of Quotations, a quote is not an offer. All submissions will be treated as QUOTATIONS, regardless of how Quoters decide to label or name their submissions. Quoters are to review SF 1449 52.212-1, 52.212-1 addendums, and 52.212-2 for additional information. In the event of a discrepancy between this combined solicitation and the SF 1449, the SF 1449 shall govern.
