Request for Qualifications and Request for Proposals for Programming,
Conceptual Design and Cost Estimating Services For
Jared Eliot Middle School Window Wall and Heating Unit Replacement

The Town of Clinton, Connecticut (“Town”) and Jared Eliot Middle School Building Committee (“JEMSBC”) are
requesting sealed qualifications and sealed proposals from qualified design professional firms to provide
professional services (“Services”) for the development of project educational specifications for the Clinton Public
School District (the “District”) and Clinton Board of Education (“BOE”), and for conceptual design and cost
estimating, in connection with a project for the replacement of window walls and heating units in the Jared Eliot
Middle School building located at 69 Fairy Dell Road, Clinton, Connecticut 06413, and in connection with an
anticipated school building project grant from the State of Connecticut through the Connecticut Department of
Administrative Services. The solicitation is both a request for qualifications and a request for proposals
(RFQ/RFP). The Services to be performed by the selected firm are described in detail in Exhibit A to the
Instructions to Proposers in the RFQ/RFP.
Sealed qualifications and sealed proposals in response to the RFQ/RFP (“Submissions”) must be received by
the JEMSBC and Town in the office of the Clinton Town Manager, located at 54 East Main Street, Clinton,
Connecticut 06413, no later than JUNE 16, 2026, at 10:00 a.m., after which time the sealed qualifications
submission will be publicly opened. Submissions must be delivered in hard copy by mail or hand delivery. Facsimile
or email proposals will not be accepted. Submissions must respond to the both the RFQ and RFP separately, in
separate sealed envelopes, shall clearly be marked with either “Response to Request for Qualifications for Jared
Eliot Middle School Programming, Conceptual Design and Cost Estimating-Bid No: 2026-01 Attn: Charles
Carey” or “Response to Request for Proposals for Jared Eliot Middle School Programming, Conceptual
Design and Cost Estimating-Bid No: 2026-01 Attn: Charles Carey” as applicable, with the name of the Proposer.
The RFQ/RFP, with Instructions to Proposers and other documents which are a part of the RFQ/RFP, are available
for downloading on the Connecticut Department of Administrative Services Contracting Portal which may be
accessed at https://portal.ct.gov/das/ctsource/bidboard?language=en_US (“State Portal”) and on the Town’s website

A mandatory pre-submission meeting for interested proposers will be held at the Jared Eliot Middle School building
property located at 69 Fairy Dell Road, Clinton, Connecticut 06413, beginning at 3:15 p.m. on JUNE 1, 2026.
Interested firms should confirm intent to attend and request instructions for attending via email to the District’s
Business Manager, Charles Carey, at ccarey@clintonpublic.net.
The Town and JEMSBC, for themselves and for the District and Clinton BOE, reserve the right to amend or
withdraw the RFQ/RFP for any reason, to accept or reject any or all qualifications or proposals submitted, to waive
any minor or non-material informalities or deficiencies in any such submission(s), and to make such award (or make
no award) of a contract in connection with the RFQ/RFP, all as determined by the JEMSBC and/or the Town, in
their discretion, to be in the best interest of the Town and District. Submissions, including qualifications submissions
and/or proposals, may be rejected for irregularities of any kind, including without limitation, alteration of form,
additions not called for, conditional proposals, and incompleteness. Submitted qualifications or submitted proposals
may also be rejected if, in the opinion of the JEMSBC or Town, the same do not meet the standard of quality
established by this RFQ/RFP. Any or all Submissions of qualifications and/or proposals may be rejected if there is
any reason to believe that collusion exists among two or more parties who submit qualifications and proposals. The
foregoing provisions are for illustrative purposes and shall in no way limit the right of the JEMSBC or Town to
reject any and all qualifications or proposals submitted, in whole or in part.
