SYNOPSIS / NOTICE OF PROPOSED CONTRACT ACTION

This is not a Solicitation (Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB)). This is a Synopsis ONLY.

A solicitation is not currently available. This pre-solicitation notice serves as a synopsis and is issued in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This notice is for informational purposes only. Vendors are not required to respond to this pre-solicitation notice. Vendors shall not submit offers until, and unless, the solicitation is posted on the Governmentwide Point-of-Entry (GPE) at https://SAM.gov.

This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation.

Description:

BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete the subject requirement, to be utilized within the United States.

BNL requires a power controller/regulator to control the input power to a 9 MW doubly fed wound rotor induction motor which drives a 95 MVA salient pole Generator. Please see attached DRAFT Statement of Work and DRAFT Technical Specifications for details.

Note: One or more of the items under this acquisition is subject to Free Trade Agreements.

Solicitation Information:

This requirement will provide for full and open competition. BNL intends to issue solicitation RFP 462624 in support of this requirement in December 2025. BNL expects to make one (1) award.

The anticipated award contract type is a Firm Fixed Price contract. At this time, BNL anticipates award date to be around April 2026.

The applicable North American Industry Classification System (NAICS) code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing (Size Standard 600 employees).

Delivery Date:

BNL requires site acceptance and commissioning report approximately 104 weeks (24 months) after award of contract.
