The project will consist of the rehabilitation and replacement of multiple items at the Hertford Wastewater Treatment Plant (WWTP). Work at the headworks will include replacement of the grit removal system, one (1) influent pump, one (1) VFD, and modifications to the associated electrical. The oxidation ditch modifications will include concrete rehabilitation of the structure, as well as replacement of three (3) mud valves, three (3) knife gates, three (3) sluice gates, a weir gate, and a rotating plate weir. The oxidation ditch will also be fitted with two additional catwalks to allow for maintenance of the brush aerators. Modifications to the splitter box will include the replacement of all three (3) of the slide gates. The telescoping valve in the sludge holding basin will be removed and replaced. The fine bubble aeration system will be replaced in the aerobic digester. At the chlorine contact basin and effluent pump station the disc filters will be removed, the two (2) slide gates will be replaced, three (3) check valves will be replaced, one (1) effluent pump, three (3) VFDs, and the associated electrical. Replacing the SCADA and the addition of a security system are also included under this project. A Pre-Bid Conference will be held on Wednesday, September, 9, 2026, at 11:00AM local time, virtually, and at the Hertford Community Center, located at 305 West Grubb Street, Hertford, NC 27944. Interested parties are encouraged to attend this conference to review the plans, ask for additional information or clarification, and to visit the project site. Attendance at the Pre-Bid-Conference is highly encouraged but is not mandatory. be answered or accepted. A Final Addendum will be provided prior to the Bid Date.
Bidders are responsible for ensuring receipt of their bid by the stated date and time. Bidders are responsible for
the review of any addenda for the project and shall acknowledge the addenda on the bid form.
Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured
by the FDIC or a Bid Bond prepared on the form Bid Bond contained in the Bidding Documents or a Surety
Company's standard form and property executed by a corporate surety licensed under the laws of North Carolina
to execute such bonds. The amount of bid bond shall be equal to five (5) percent of the total of the bid.
Bidders are responsible for ensuring receipt of their bid by the stated date and time. Bidders are responsible for
the review of any addenda for the project and shall acknowledge the addenda on the bid form. To qualify, all
bids shall be submitted using bid forms contained in the Contract Documents. Incomplete or segregated bids
will not be accepted. All bids must be accompanied by a certified or cashier's check or bid bond in the amount
of 5% of the total amount bid made payable to the Owner (Town of Hertford). The bid deposit shall be retained
by the Owner if the successful bidder fails to execute contracts or fails to provide the required bonds, as stated
above, within ten (10) days after the proper notice of award of the contract. No bid shall be withdrawn for a
period of 90 consecutive calendar days after bid opening except as provided in Information for Bidders. Bidders
must show evidence that they are licensed to perform the work in the Bid Documents as required by the North
Carolina General Statutes Chapter 87. The Owner reserves the right to reject any/all bids, to waive formalities,
or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a
contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality,
performance, and time.

in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is
found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are
to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine
eligibility/debarment status.
This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the
Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel,
manufactured products, and construction materials used in this project must be produced in the United States, as
further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation
Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure,
April 18, 2022.
This project is funded with a portion of $1.5 million of CWSRF and $3 million of CDBG-I awards administered by
the NC Division or Water Infrastructure.
