NOTICE TO BIDDERS
The Village of Glendale Heights will receive sealed bids for Tree Removal, Disposal and
Emergency Services for the Village of Glendale Heights
Bids are due and will be opened and read aloud on September 14, 2026 at 11:00 A.M., Local
Time, at the Village Hall, 300 Civic Center Plaza, Glendale Heights Il.
Each bid shall be accompanied by a Bid Security. The Bid Security shall be a Bid Bond, certified
check, bank draft or cashier's check in an amount of 5% of the contract total.
The Successful Bidder shall furnish a satisfactory Performance Bond within ten (10) business
days after notification of Bid Award in an amount not to exceed one hundred percent (100%) of
the total bid price. The bond must be with a bonding company acceptable to the Village of
Glendale Heights. Failure to furnish a satisfactory performance and payment bond within the
period specified, shall be cause for rejection of the bid.
The Bidding documents and Specifications for said services may be obtained and reviewed at
the Finance Department, 300 Civic Center Plaza, Glendale Heights, during regular business
hours.
Bids shall only be withdrawn with written consent of the President and Board of Trustees of
Glendale Heights. The Village of Glendale Heights reserves the right to reject any or all bids and
to waive any informality in the bidding.

REQUEST FOR BIDS
The intent of this Request for Bids as is to secure price proposals for Tree Removal,
Disposal and Emergency Services for the Village of Glendale Heights.
All sealed bid responses shall be clearly marked and are due to the Village of Glendale Heights by
no later than 11:00 a.m. Local Time on September 14, 2026. All bid responses are to be
delivered or mailed to:

The Village shall reject any bid response that is not in the custody of the Village of Glendale
Heights Finance Department by 11:00 a.m. Local Time on September 14, 2026 without exception.
All late bids that are received by the Village shall be returned unopened to the vendor submitting
the bid. Bids that are in transit (U.S. Mail, Federal Express, etc.) at the aforementioned time and
date shall not receive consideration and shall be returned unopened. We have provided a label to
affix to the outermost packaging of your submittal.
It is the responsibility of each vendor submitting a bid for this project to ensure that their bid is
delivered to the Village prior to the aforementioned time.
Bid responses that are shipped or mailed to the Village of Glendale Heights with postage due shall
be rejected and returned to the vendor unopened.
Bids submitted to the Village through email, a facsimile machine or by telegram or mailgram will not
be accepted.
BID OPENING
There will be a public bid opening conducted on September 14, 2026 at 11:00 a.m. Local Time at
the Village Municipal Building, 300 Civic Center Plaza, Glendale Heights, IL. At this public bid
opening, the names of the vendors and the prices quoted for the project shall be read aloud.
In compliance with the Americans with Disabilities Act and other applicable federal and state laws,
the bid opening will be accessible to individuals with disabilities. Persons requiring auxiliary aids
and/or services should contact the Village Finance Department, preferably no later than five days
before the opening.

Any vendor who finds a discrepancy in or omission from the specifications, or is in doubt as to
their meaning, or feels that the specifications are discriminatory, shall notify the Management
Analyst in writing not later than five days prior to the scheduled opening of bids. Exceptions taken
do not obligate the Village to change the specifications.

The Management Analyst will notify all bidders in writing, by addendum duly issued, of any
interpretations made of specifications or instructions. Questions can be sent via email.
The Village will assume no responsibility for oral instruction or suggestion. All official
correspondence in regard to the specifications should be directed to and will be issued by the
Village's Finance Department.
The Village is requesting that questions regarding this bid be submitted to the Village by
September 4, 2026 by 3:00 P.M. local time to give Village Staff ample time to respond.

SPECIFICATIONS
Tree Removal, Disposal and Emergency Services for the Village of Glendale Heights
The Village of Glendale Heights is requesting the submittal of competitive sealed bids to provide
the Village Tree Removal, Disposal and Emergency Services for a one (1) year period. The
Village of Glendale Heights may choose to renew this contract for u to three (3) years at one (1)
year renewal periods.
SCOPE OF SERVICES
The successful bidder shall furnish all supervision, labor, tools, equipment, materials,
etc. necessary to remove and dispose of municipal trees that are dead, declining, or
present a public risk. Additionally, the successful bidder must be prepared to assist the
Village in providing emergency services immediately upon the Village's request.
RENEWAL
The Village also reserves the right to extend this contract for a period of 3 years, one
(1) year renewal periods for Tree Removal, Disposal and Emergency Services. The
contractor however shall have the privilege of rejecting an extension to the contract
period. Note: The successful bidder may request an economic adjustment to the
renewal extension of the agreement. The economic adjustment must be requested
prior to the authorized extension and shall not exceed the CPI over the annual calendar
term with June being the base month, not to exceed 5%.
SUPERVISION
This contract will be under the direct supervision of the Foreman and Manager of
Parks Division or his designee. Any alterations or modifications of the work
performed under this agreement shall be made only in a written agreement between
the contractor and the Director of Public Works or their designee and shall be made
prior to the commencement of the altered or modified work. No claims for extra
work or materials shall be allowed unless covered by written agreement.
WORK CREW SUPERVISION
The CONTRACTOR shall provide qualified supervision of each crew at all times
while working under this contract. Each supervisor must be able to converse in the
English language, and be authorized by the contractor to accept and act upon all
directives issued by the Director of Public Works or their designee. Failure of the
supervisor to act on said directives shall be sufficient cause to give notice that the
contractor is in default of the contract unless such directives would create potential
personal injury or safety hazards.
PROTECTION OF PUBLIC AND PRIVATE PROPERTY
The Contractor shall exercise all necessary caution to protect vehicular and pedestrian
traffic and to protect all public and private property from injury or damage caused by the
Contractor's operations. The Contractor shall accept all responsibility for personal injury
and property damage claims and shall hold harmless the Village and its employees from
any and all liability, claims, and attorney's fees arising out of the performance of this
contract.
Any practice obviously hazardous in the opinion of the Director of Public Works or,
their designee or the Village of Glendale Heights shall immediately be discontinued
by the contractor upon receipt of either written or oral notice to discontinue such

practice. The contractor shall comply with all OSHA and other State and Federal
laws and safety standards. Blocking of a public street, except under extreme
conditions shall not be permitted unless prior arrangements have been made with
the Director of Public Works or their designee and City Police and Fire
Departments, and any other agencies having jurisdiction over the street being
closed. Barricading and detouring traffic shall be accomplished by conformance with
the Illinois State Manual of Uniform Traffic Control Devices for Highway
Construction and Maintenance Operations, latest edition.
OBSERVATION OF LAWS, ORDINANCES AND REGULATIONS
The Contractor at all times during the term of this contract shall observe and abide by
all Federal, State, County, and Local laws, rules, and regulations, which in any way
affect the conduct of the work, and shall comply with all decrees and orders of the
courts of competent jurisdiction. The Contractor shall comply fully and completely
with any and all applicable State and Federal Statutes, rules and regulations.
The tree removals listed in this solicitation are considered only landscaping and are
not covered work under the Prevailing Wage Act. Tree Removals that fall under
Prevailing Wage and are associated with covered work will be bid under separate
cover.
PROTECTION OF UTILITIES
Tree Removal, Disposal and Emergency Services operations will be conducted in
many areas where both overhead and underground electric, gas, telephone, cable,
and water facilities exist. The Contractor shall protect all utilities from damage, shall
immediately contact the appropriate utility should damage occur, and shall be
responsible for all claims due to their operation. The Contractor shall make
arrangements with the utility for removal or trimming of all necessary limbs and
branches which may conflict with, or create a personal injury hazard in conducting
operations according to this contract. The Contractor shall make arrangements with
the utilities and location services with sufficient time to complete directed
operations.
LOCATION AND SCHEDULE OF WORK
Removal of parkway trees is generally caused by disease, wind and ice damage, old
age, accident damage, or similar causes. Scheduling of tree work is unpredictable.
When it becomes necessary to remove a municipal tree, the Director of Public Works
or their designee will issue a work order for removal. Trees identified by the Director
or their designee to be removed will be individually assigned to the Contractor. The
Contractor will have 7 working days to complete the work assigned from the
Director or their designee. Stump removal, backfilling of the resulting hole, and
seeding are to be completed within 7 working days AFTER the tree has been cut
down. Failure to remove a tree within 7 working days, or back fill a hole, and/or seed
a hole before the 7 working day limit will result in a $25.00 per day penalty for each
working day beyond the 7-days that the work is not completed for each individual
tree scheduled for removal. Any trees that will take longer to complete because of
weather, or similar reasons, must be agreed to in writing by the Contractor and the
Director of Public Works or their designee.
The penalties incurred by the Contractor should they be in violation of the time
limits, will be deducted from compensation due from the performance of this
contract, or it may be deducted from future compensation due from the
performance of this contract

CONCURRENT OPERATIONS
This contract is a nonexclusive contract with the Village of Glendale Heights. The
Village of Glendale Heights reserves the right to use other contractors or its own
employees to perform tree removal work similar or exactly the same as the work
being performed under the terms of this contract. Performance of work by others
shall be construed as being consistent with the terms of this contract and shall not be
cause for the contractor to cease performance of work as directed.
COMMENCE/COMPLETION
When the contractor is supplied with tree removal work orders by the Director of
Public Works or their designee, it shall be understood that time is of the essence.
The work shall be pursued with sufficient personnel and equipment to complete the
job within 7 working days. Larger projects will be coordinated with the Director of
Public Works or their designee.
Any variances of this process must be confirmed by the Contractor to the Director
of Public Works or their designee.
WORKING HOURS
The Contractor will be allowed to schedule their normal work hours between the
hours of 7:00 AM and 7:00 PM Monday through Saturday. Work during other hours
will be allowed only on an emergency basis or as directed by the Director of Public
Works or their designee.
CLEAN-UP
All debris from tree removal operations shall be cleaned up each day or before the
work crew leaves the site. All lawn areas shall be raked, and all streets and
sidewalks shall be swept. All brush, branches, and logs generated from tree
removal operations will be removed and disposed of by the Contractor.
Surrounding areas are to be left in a condition equal to that which existed prior to
the commencement of removal operations.
LICENSES AND PERMITS
The Contractor shall, at his expense, procure all necessary licenses and permits
needed to conduct the work required under the terms of this contract. The Village of
Glendale Heights will waive the cost of all Village required licenses and fees with
the exception of those fees associated with securing a business license to conduct
business within the Village of Glendale Heights. The Contractor will not be included
under the general maintenance permits issued to the Village of Glendale Heights.
The Contractor shall give any and all necessary formal notices required in
conjunction with the lawful prosecution of the work of this contract (Please note the
overweight, over dimension requirements listed on pages 12-13)
SUBCONTRACTS
The Contractor can allow to subcontract work under this contract if the sub-
contractor meets all requirements stated with the awarded contract.
REMOVAL REQUIREMENTS
The Contractor upon receipt of an order for tree removal, shall proceed to remove
the tree in accordance with ANSI Z133 safety requirements, accepted industry
standards and procedures in accordance with the following minimum requirements:
