REPAIR AIRCRAFT FIRE TRAINING FACILITY HOMESTEAD AIR RESERVE BASE (HARB) FL

Notice of intent to negotiate and award a Firm-Fixed-Price modification to FA664825C0007 on a noncompetitive basis.

Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

This modification will add necessary alterations to ongoing construction to the Fire Traininer facility.

1. Demolition & Site Preparation: Demolish and dispose of the existing in-pond non-operational submersible pump; drain the retention pond and clear accumulated algae/debris.

2. Civil Foundation: Construct a new on-land reinforced concrete foundation pad for the relocated external pump system.

3. Mechanical & Engineering: Furnish and install a new external pump system, including signed/sealed Professional Engineer (PE) design drawings and Net Positive Suction Head (NPSH) calculations.

4. Electrical & Controls: Trench and install approximately 50 linear feet of new electrical conduit and wiring, integrating the pump system into the Fire Training Facility and the new CNOT (Control Tower).

The incumbent contractor, Guardian Construction, Inc., is currently mobilized on-site performing comprehensive mechanical, structural, and control construction to the Fire Trainer under Contract FA664825C0007. Awarding this modification on a sole source basis is the only viable method to prevent unacceptable operational delays, substantial duplication of costs, and ensure warranty and integration into existing system.

This Notice of Intent is not a request for competitive quotations, bids, or proposals. However, all responsible sources may submit a quotation, proposal, or capability statement demonstrating their ability to satisfy the Governments minimum requirements. Any timely response received will be considered by the Government in determining whether another responsible source is capable of satisfying the Governments minimum requirements. A determination by the Government whether to compete the contemplated contract action based upon responses to this notice is solely within the discretion of the Government.
