Uninterrupted support for Naval Undersea Warfare Center Division Keyport Technology Support Services
This pre-solicitation notice is hereby issued in accordance with FAR 5.203. The purpose of this synopsis is to announce the Naval Undersea Warfare Center Division Keyport’s (NUWCDIVKPT) intent to negotiate a Cost Plus Fixed Fee (CPFF) sole source bridge contract with Network & Simulation Technologies Inc. dba Netsimco (NETSIMCO), 1 Corporate Place Middletown, Rhode Island 02842-4601. This bridge contract will include one 8 month base period estimated to start 30 May 2026. The current contract expires 29 May 2026.
NUWCDIVKPT intends to issue a solicitation to NETSIMCO under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements, to provide uninterrupted Technology Support Services to Corporate Operations (Code 10), Test and Evaluation (Code 20), Undersea Weapons Department (Code 30), and the Undersea Systems Sustainment & Engineering Department (Code 40) in support of:

The NAICS code for this acquisition is 541513 Computer Facilities Management Services, with a small business size standard of $37.0 million. A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of this procurement.
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal or quotation by 21 February 2026, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
