OVERVIEW.
OHS is conducting this Request for Proposal for the purpose of sourcing an Unmanned Aerial System (UAS) Detection System or Systems. One of the six National Priority Areas for the US Department of Homeland Security (DHS) is enhancing the protection of soft targets/crowded places. Advancements in technology related to small Unmanned Aerial Systems (sUAS) and Unmanned Aerial Vehicles (UAV) is of considerable interest to OHS and our public safety partners, particularly how the increased use of these devices by the public will impact public safety at crowded events and critical infrastructure sites in the state of Ohio.  Critical facilities cannot be photographed or loitered over by drones, prohibiting drone operations that disrupt emergency personnel, establishing criminal penalties for certain drone-related offenses, and allowing local governments to regulate drone use on their own property.

In recent months, there has been a marked increase in drone sightings across Ohio. These reports, largely from local citizens, involve drones operating in various locations, including sensitive areas such as military bases, chemical plants, agricultural properties, and residential zones. The frequency of these sightings, combined with concerns about security, privacy, and potential risks to public infrastructure, has heightened the need for strategic measures to address unauthorized drone activity.
Citizens across multiple counties, have reported various sightings, often near sensitive locations such as military bases, petrochemical facilities, and agriculture sites. These drones are typically observed operating at night or in low visibility conditions, making detection more challenging.
The rise in drone activity suggests potential surveillance, reconnaissance, or unauthorized operations near key infrastructure. It is evident that drones are being used in an increasing number of instances for purposes ranging from monitoring agricultural facilities to potentially targeting sensitive locations.
While no immediate or coordinated threats have been confirmed, the frequency of sightings suggests a trend that warrants continued vigilance. Enhanced detection systems, better coordination with the FAA, and further investigation into these incidents are recommended to ensure the security of Ohio's critical infrastructure and the safety of its residents.

OBJECTIVES. ODPS has the following objectives that it wants this Work to fulfill, and it will be the Contractor’s obligation to ensure that the personnel the Contractor provides are qualified to perform their portions of the Work. The primary objective will be to provide mobile and drone detection systems capable of being deployed to detect, identify, track, and mitigate unauthorized drone activities throughout the State of Ohio. The selected system must comply with all relevant regulatory, legal, and safety standards and provide ongoing support and maintenance services to ensure continuous (zero downtime) system operability.

Process

Request for Proposal (RFP) :  Offerors must review the attached "SRC0000030154 OHS UAS Detection System" document. Each Offeror must submit a Technical Proposal and a Cost Proposal as part of its Proposal package. Proposals must be submitted as two separate components (Technical Proposal and Cost Proposal) in separate electronic envelopes.
Technical Proposal : The Technical Proposal is to be submitted as a single searchable PDF document indexed as required in Attachment Two.
Cost Proposal : The Offeror must submit a separate cost section of its Proposal in the required format described in Attachment Two and as appears in OhioBuys Item grid.

Each section must be submitted in its own separate, electronic submission as indicated by the solicitation questionnaire. The submission with the Technical Proposal will be electronically sealed and contain a signed Technical Proposal, and the submission with the Cost Proposal also will be electronically sealed.
