Scope
|
The Contractor shall develop MCPL's Four-Year Strategic Plan addressing these priorities: • Gather and evaluate data on customer satisfaction across 21 branches and digital services. • Identify, respond to, and anticipate diverse community needs (1M+ residents, multilingual). • Research best practices for attracting/engaging non-users and underserved populations. • Analyze emerging trends in public library services (technology, equity, partnerships). • Review MCPL's current strategies, performance, and competitive environment. • Assess staff development needs and technology skills for competitive service delivery. • Recommend initiatives to boost efficiency, productivity, and goal achievement. • Identify organizational barriers and solutions to enable transformation. The Contractor and MCPL leadership will examine, analyze, and factor in such elements as racial equity and social justice, community profile, historical roots, regional setting, climate, demographics, economy, stakeholders, staff, financial responsibilities, co-agency responsibilities, marketing strategies, and the regulatory environment. The findings above will be used to develop the strategy, execution, implementation, and maintenance plan for achieving the Four-Year Strategic Plan.
