Description
Notice of Intent to Sole Source
The Department of Veterans Affairs (VA) intends to award a sole source Federal Supply Schedule (FSS) order to After Action Dental Supply LLC under FSS Contract 36F79724D0071 for the procurement of ZOLL Automated External Defibrillators (AEDs) for Basic Life Support (BLS) to replace existing defibrillator units that have reached end-of-life status.
The required equipment is manufactured by ZOLL Medical Corporation and is necessary to support emergency response operations within the VA medical facility. These devices are used by clinical staff and emergency responders to provide immediate defibrillation treatment during sudden cardiac arrest events.
The Government intends to procure these devices from After Action Dental Supply LLC, an authorized distributor of ZOLL Medical Corporation products under the Federal Supply Schedule program. Maintaining the existing ZOLL defibrillator platform ensures compatibility with current accessories, batteries, electrode pads, and biomedical equipment management systems currently deployed within the facility. Replacing the system with another manufacturer would require replacement of accessories, retraining of staff, and modification of biomedical maintenance procedures, resulting in duplication of cost and operational disruption.
This procurement is being conducted in accordance with Federal Acquisition Regulation 8.405-6, which allows for placement of an order against a Federal Supply Schedule contract when only one source is capable of providing the supplies or services required due to unique or proprietary characteristics.
The applicable NAICS Code is 339112 Surgical and Medical Instrument Manufacturing, with a size standard of 1,000 employees.
Responses
This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement.
Responses must include sufficient technical documentation demonstrating the ability to provide equipment that meets the Government s requirements and is fully compatible with the existing ZOLL defibrillator systems currently deployed within the facility.
