In accordance with the VA's Technical Information Library, QUALIFICATIONS AND SCOPE OF SERVICES
PROJECT FIRE PROTECTION ENGINEER, June 21, 2021, the services of a fire protection engineer is required for all projects that include the addition, reconfiguration, or elimination of a fire protection system.
It is very unusual to see a VA construction project replacing an entire campus fire alarm system without a design prepared by, or with the involvement of, a fire protection engineer. Is there a design available for this project? If so, who is the fire protection engineer of record for the design of this project?
If there is no design, is this a design-build construction project that will require the services of a fire protection
engineer?
This project focuses on replacing existing obsolete fire alarm system equipment in its original location with current industry standard equipment, and is not intended to add, eliminate, or even reconfigure the existing system in terms of moving components and devices from their location. Therefore, the services of a FPE are not required for this project. Knowledgeable fire protection contractors with the involvement of NICET certified technicians should be able to complete this project.
Does the 19 page as-built set provided include all the buildings at 1481 West 10th Street (1,5,6,19,21,22,23,24)?
The as-built drawings detail Building 1 only. Device counts for the other buildings at West 10th street can be obtained from the other included attachments such as the document FIRE ALARM DEVICE LOCATION LIST .

The Technical Requirements section references to project bid drawings, are there additional drawings that are missing?
This section references all the attachments listed in Section VII: A-G of the SOW. The only additional drawings are those provided in response to RFI s. All known applicable drawings have been included with this solicitation.
