Scope of Work VA Saint Louis Health Care System

Objective

The VA Saint Louis Health Care System intends to procure a 626 Midmark barrier-free exam table with Scale, Recessed Rollers, Drawer Heater, Pelvic Tilt, and Electrical Receptacle. This document highlights the technical specifications and services being requested by the facility for consideration towards the purchase of the exam table. This purchase will help expand women's health services in the Emergency Department at John Cochran. Vendors under this proposal shall provide all equipment and related accessories, installation services, and project management support. Additionally, we intend to purchase the following accessories: patient support rails, articulating knee crutch kit, and LED exam light.

Equipment Specifications

The VA Saint Louis Health Care System intends to procure a 626 Midmark Barrier Free exam table with Scale, Recessed Rollers, Drawer Heater, Pelvic Tilt, and Electrical Receptacle to enhance and expand women's health services in the Emergency Department at John Cochran. This advanced exam table is designed to improve patient accessibility and comfort, featuring height adjustment capabilities ranging from a low of 15.5 inches to a high of 37 inches, making it ideal for accommodating patients with mobility issues and ensuring ergonomic working conditions for healthcare providers. The table supports a robust maximum weight capacity of 650 pounds, ensuring it is suitable for a wide range of patients.

Built with an integrated digital scale, the exam table allows for accurate and efficient patient weight measurement, thereby streamlining the patient care workflow. The recessed rollers facilitate easy movement and positioning of the table within the examination room. For added convenience, the exam table includes a built-in drawer heater to keep medical supplies warm and comfortable for patient use. The pelvic tilt feature, offering up to 7 degrees of movement, assists healthcare providers in positioning patients appropriately during pelvic exams and related procedures. An integrated electrical receptacle is provided to power medical devices and accessories directly from the table, enhancing functionality and ease of use.

In addition to the primary exam table, the procurement will also include several essential accessories: Patient Support Rails, which provide additional security and support during examinations; an Articulating Knee Crutch Kit, which offers adjustable support for patients' legs during various procedures; and the Ritter 253 LED Exam Light, which delivers high-intensity, adjustable lighting for detailed and thorough examinations.

Vendors responding to this proposal are expected to provide all necessary equipment and accessories, as well as comprehensive installation services and project management support, ensuring a seamless integration of these advanced tools into the healthcare facility. This acquisition will significantly enhance the capability of the Emergency Department at John Cochran to deliver specialized women's health services, improving patient outcomes and satisfaction.

System Hardware

The system consists of several essential components designed to optimize patient treatment.

The 626 Midmark Barrier Free exam table features adjustable height from 15.5 to 37 inches for easy access and ergonomic conditions, supports up to 650 pounds, and includes an integrated digital scale for accurate weight measurement. It is equipped with recessed rollers for easy movement, a drawer heater for warm supplies, a pelvic tilt up to 7 degrees for better patient positioning, and an electrical receptacle for powering devices. This table enhances patient comfort and accessibility, improves workflow efficiency for healthcare providers, and boosts the Emergency Department s capacity to provide specialized care.

The Patient Support Rails, designed for field installation, offer attachable rails that provide additional support and security for patients during examinations and procedures. These rails can be installed on-site and tailored to the specific setup of the exam table. They enhance patient safety and comfort, particularly for individuals with limited mobility, by ensuring stable and secure positioning during medical exams.

The Articulating Knee Crutch Kit with Accessory Receiver, compatible with Midmark exam table models 224, 225, 626, and 627, provides versatile, adjustable leg support, allowing for precise positioning during women's health exams. This kit ensures optimal fitting and functionality. It significantly enhances flexibility and comfort during procedures requiring leg support, thereby improving the efficiency and accuracy of examinations and facilitating better outcomes, particularly in women's healthcare.

The Ritter 253 LED Exam Light, designed as an exam table kit for 28-inch upholstered tables, provides high-intensity, adjustable LED lighting for detailed examinations. This energy-efficient light consumes less power while delivering optimal illumination. Its perfect integration with the exam table enhances visibility, leading to more precise diagnoses and treatments, and proves to be cost-effective over time.

These products collectively improve the functionality and versatility of the examination setup, significantly enhancing the capacity of the Emergency Department at John Cochran to deliver high-quality women's health services.
Installation and Assembly
Vendor shall be responsible for assembly and installation of systems after notification from VA Saint Louis Biomedical Engineering that it has been delivered to station.
Installation shall include implementation and testing of all purchased interfaces to VA electronic systems in coordination with Clinical Staff, Biomedical Engineering staff, O&IT staff, and others identified as needed.
Vendor shall provide all necessary accessories, cables, adaptors, etc. to deliver a fully functional clinical device.
Warranty and Service
Service and Operator Manuals The vendor shall provide the following documentation for the proposed system:
Two (2) copies of operator's instruction manuals per unit purchased
Two (2) copies of complete technical service manuals including detailed troubleshooting guides, necessary diagnostic software, service keys, schematic diagrams, parts lists, and any other resources available to the manufacturer s service technicians.
Two (2) copies of a system manager s manual outlining back-up procedures, managing privilege group limits, routine tasks, etc.
Warranty The system, all accessories, and all software shall be covered under the manufacturer s warranty and shall include all parts and labor for at least one year following acceptance by the VAMC.
A manufacturer s factory-trained Field Service Engineer shall perform installation and maintenance during the warranty period.
The warranty period shall not begin until after the VA Saint Louis Biomedical Engineering POC has accepted the products delivery, installation, and functionality.
The warranty shall include all manufacturer recommended Preventive Maintenance procedures for its duration.
All available software updates and security patches will be made available to the VA Saint Louis during the warranty period.
Vendor shall provide response to applications and technical calls within 8 hours.
Vendor shall ship replacement parts within 48 hours of identifying necessity by VA Saint Louis Biomedical Engineering staff.
Hours of Operation
Normal hours of coverage are Monday through Friday, 7:00 AM to 3:30 PM Central Standard Time excluding national holidays.
Vendor on-site visits will be coordinated with the VA Saint Louis Biomedical Engineering POC before being scheduled or conducted.
Vendor representatives will check in with the VA Saint Louis Biomedical Engineering POC when they arrive on-site and check out upon completion of work each day.
All services shall be performed during normal hours unless otherwise scheduled with the VA Saint Louis Biomedical Engineering POC.
Vendor staff shall always be professional and shall take all necessary precautions to maintain a safe environment for the occupants. This includes, as necessary, coordinating access and closures for sensitive areas of the Medical Center.
Vendor shall be responsible for cleaning all work areas after completion of tasks. This includes removal of packaging and a clean sweep/mop of the area as required by work type.
Vendor staff shall minimize noise as much as possible while working in all buildings.
Vendor is responsible for providing all PPE necessary for their work.

Delivery
Vendor shall deliver purchased equipment within 60 business days of receiving completed Contracting package from the VISN 15 Contracting Officer. If delivery delays occur vendor shall notify the Contracting Officer and the VA Saint Louis Biomedical Engineering POC.
Delivery will be to one of the two VA Saint Louis Health Care System main campuses. Vendor shall coordinate exact delivery location with the Contracting Officer and VA Saint Louis Biomedical Engineering POC at the time of the purchase.
Vendor will ensure that equipment is sent to the Attention of Biomedical Engineering and will include the VA Saint Louis PO Number on the shipping label.
Delivery of oversized, palletized orders or orders that contain a large number of components will be coordinated with VA Saint Louis Biomedical Engineering POC who will communicate internally with Warehouse Staff.
