RE: REQUEST FOR STATEMENTS OF INTEREST
National Guard Vehicle Maintenance Shop
Sturgis, SD

The South Dakota Department of the Military is soliciting Statements of Interest from firms interested in providing professional Architectural and/or Engineering (AE) services for the above referenced project.

This project includes all phases of professional consulting services for a new Vehicle Maintenance Shop of approximately 33,500 square feet for the South Dakota Army National Guard. The new facility will include office space, breakroom/classroom, tool storage, hazardous material storage, parts storage, and vehicle maintenance bays. The site will include access roads, personal vehicle parking, government vehicle parking, refuse collection facility, security fencing, security lighting, complete utility infrastructure, and landscaping. Key features of the facility shall include reliable low maintenance systems, with ease of access to facility infrastructure, renewable energy integration, building automation system, and IT infrastructure. This project is required to meet or exceed the requirements of US Green Building Council LEED Silver Certification and will include full building Commissioning.

Services to be provided include:
Programming Phase – Planning and Programming Design Charrette
Site Investigation
Design Development
Design Commissioning
Construction Administration
Construction Commissioning

AE teams shall include and identify, but not limited to, the following services: Topographic Surveying, Geotechnical Engineering, Civil Engineering, Architectural, Structural Engineering, Mechanical Engineering, Electrical Engineering, Fire & Emergency Protection Engineering, Designated LEED Profession, Full Building Commissioning Agent(s), etc. The construction budget for the project is $27.6 million, with approximately 15% of the budget to be listed in selectable additional alternatives.

Firms desiring to be considered for providing professional services for this project should send a Statement of Interest that outlines their qualifications and experience for this project. Statements of Interest should clearly address each of the following criteria:

1.Project approach and methodology from programming to closeout to meet the project requirements. (20 pts);
2.Project teams specialized expertise, capabilities, and technical competence to meet the project requirements within each phase of work to be provided. (20 pts);
3.Ability and proven history in handling special project constraints (Projects of Similar Scope, Time/Schedule, and Cost).(15 pts).
4.Proposed project management techniques. (15 pts);
5.AE Teams experience with aiding in the development of a final 1390/91 MILCON programming document and accompanying probable construction cost estimate. (20 pts);
6.Proven knowledge of all State of South Dakota adopted codes, National Guard Bureau Regulations, Standards, Unified Facility Criteria, and other guides and the ability to integrate such codes, regulations, standards, criteria, and guidesinto each phase of work with extra emphasis on construction plans and technical specifications. (30 pts);
7.QA/QC process for each phase of services with extra emphasis on QA/QC for the development of construction plans and specifications to ensure accuracy and completeness along with verification that owner requirements are met. (30pts);
8.Ability to integrate project commissioning and commissioning requirements into the design and construction of a project. (20 pts);
9.Availability of designated AE Team Project Manager to the project locale. (20 pts);
10.AE Teams familiarity with design of new Army National Guard Facilities. (20 pts);
11.Firms’ policy when errors and/or omissions are found in the design, when it is not value added to the state. (20 pts);
12.Resources available to perform the work, including any specialized services and their roles within the project. Include resumes of each team member’s professional accomplishments and experience with National Guard MILCON projects to be clearly depicted. (20 pts);
13.Record of past performance for designs including final AE estimate of probable costs, bid price, number of change orders, final project cost, initial project schedule versus actual substantial and final completion dates, and cost data from previous projects of similar scope and total cost. (30 pts).
14.Record of all projects AE Team has conducted with the Dept. of the Military over the past 5 years. (20pts).

A technical review committee will review all submissions and select a shortlist of firms based on the criteria shown. Short listed firms will be interviewed by a State Building Committee, which will select the top firm based on a combination of the submitted Statement of Interest and interview.

The review committee respectfully requests that statements of interest be limited to 40 pages or less. Interested firms shall submit an electronic copy via email to the Project Manager no later than 4:00 PM, MT, March 20th, 2025.
