PRE-SOLICITATION NOTICE
NOI-NIAID-25-2246124
NAICS – 811210
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Life Technologies for an Attune NXT and Cytkick Service Contracts. One-Year maintenance contract is required for supported research in the Medical Virology Section (MVS) where the focus is on understanding the cellular and molecular regulation of viral gene expression for the Herpes Virus. The equipment requiring a service contract is an Attune NXT flow cytometer and Cytkick plate reader.
One (1) preventative maintenance (PM) service per year of coverage. The PM service includes:
1. Attune NXT service agreement, S/N: 2AFC243990523, QTY 1
2. Cytkick service agreement: S/N: 2AAS400060723, QTY 1
3. Billing monthly/quarterly in arrears
The service contract must include:
1. Parts, labor, and travel for remedial repair.
2. No charge for planned maintenance visits. The number of planned maintenance visits
is indicated in quote. The annual planned maintenance (PM) visit is
automatically opened and will be performed within the contract period.
3. Guaranteed priority response time of 2 business days after receipt of a service call for
instruments located in vendor’s Service Zones 1 and Zone 2. If vendor fails to arrive at
the instrument location within Zone 1 or Zone 2 within 2 business days for reasons
other than customer's failure to provide access to vendor or causes beyond the
reasonable control the vendor will provide customer a service plan renewal credit in an
amount equivalent to one day's pro-rated charge for each day vendor’s response is late.
4. Target response time of 3 business days for remedial repairs outside of Zones 1 and 2.
vendor will use reasonable efforts to respond within 3 business days from receipt of a
service call.
5. Priority telephone and email access to instrument technical support.
6. Telephone and email access to application technical support.
7. Remote Monitoring and Dx Service, which provides for notification to customer of
instrument failures or errors that are reported by AB's Remote Monitoring software
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered.
If your organization has the potential capacity to support this requirement, please provide the following information: 1) organization name, address, point of contact, email address, website address, telephone number, UEI number and size and type of ownership for the organization; and 2) respondents shall indicate if they are the manufacturer or the distributor of Attune NXT and shall include basic information on product specifications. If an equal product is recommended (not specific to the brand proposed) then sufficient details shall be provided by the respondent describing how the equal product being recommended, meets the minimum specifications of the requirement.
Submission Instructions
Interested businesses who consider themselves qualified to provide the above-listed items are invited to submit a response to this Notice of Intent by November 29, 2024 at 10:00 AM EST. All responses under this Notice of Intent must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government.
