The City of Norcross Public Works department is soliciting sealed competitive proposals from qualified, licensed, insured contractors for the removal and replacement of between 1,300 to 1,400 linear feet of iron handrailing at Lillian Webb Park.

All work must be completed in 60 90 DAYS from when Notice to Proceed is issued and in accordance with industry specifications and standards.

The RFP package should be clearly marked “RFP PW 26-01 – LILLIAN WEBB PARK RAILING” on its face and submitted by 11:00 a.m. on December 4, 2025 DECEMBER 5, 2025, to the address below. Please submit two printed copies and one electronic copy (USB) of your package to:

No BID may be withdrawn within thirty (30) days after the BID opening. Requests for withdrawals must be submitted

BID CHECKLIST
The 10 Most Critical Things to Keep in Mind When Responding to a BID for the City of Norcross

Follow the format required in the RFP when preparing your response. Provide point‐ by‐
point responses to all sections in a clear and concise manner.
6.
Provide complete answers/descriptions. Read and answer all questions and requirements.
Do not assume the City or Evaluation Committee will know what your capabilities are or what
items/services you can provide, even if you have previously contracted with the City.
Evaluations are based solely on the information and materials provided in your response.
7.
Use the forms provided, i.e., sample budget form, certification forms, etc.
8.
Check the City website for RFP addenda. Before submitting your response, check the City
website at https://www.norcrossga.net/bids.aspx to see whether any addenda were issued for the
RFP.
9.
Review and read the RFP document again to make sure that you have addressed all
requirements.
10.
Submit your response on time. Note all the dates and times listed and be sure to submit all
required items on time. Late and incomplete responses are never accepted.

1. INTRODUCTION
The City of Norcross Public Works department is soliciting sealed competitive proposals from
qualified, licensed, insured contractors for the removal and replacement of iron handrailing at
Lillian Webb Park. The rail replacement is intended to guarantee longevity and to address needs
identified by recent inspections of the current state of the railing. A building permit is anticipated
for the project and will be the responsibility of the contractor. All work must be completed in 60
days from when Notice to Proceed is issued and in accordance with industry specifications and
standards and City of Norcross code.
2. PROJECT SCOPE
Mobilization/Demobilization
Includes establishing job site based on plans for the duration of the job and mobilization and
restoration after the project. Also includes the following
Transportation of all necessary equipment, tools, and materials to the job site.
Site preparation and safety setup, including temporary fall protection, signage, and
barriers to secure the area between removal and installation
Removal of existing railing
Includes removal, hauling, and disposal of existing handrailing:
Careful removal of approximately 1,300-1,400 linear feet of existing railing.
Proper disposal or recycling of removed materials in accordance with local regulations.
Inspection and preparation of the substrate (concrete, stone, wood, etc.) for new
installation.
Construction of new railing
Supply and install 1,300-1,400 linear feet of new metal railings to match project
specifications (to be defined: material type, finish, height, spacing, style, etc.)
Anchoring and securing railings to ensure compliance with applicable safety codes.
All cutting, welding, grinding, and finishing to be performed onsite as needed.
Finishing and Clean-Up
Protective coatings as required (Sandblast prior before applying black powered
coating)
Ensure all installed railings are level, secure, and free from defects.
Remove all debris and clean the site upon completion.
General Requirements
• All work must comply with local building codes, OSHA safety standards, and project
specifications.
• Contractor to coordinate with the client regarding access, scheduling, and any required
inspections.

Height: Minimum of 42 inches from stair tread to top
Posts: 3-inch square steel tubing; 1.5-inch decorative cap railing
Post spacing: Maximum of 6 feet
Finish: Black powder coating (sandblast material prior)
Anchoring: Concrete
4. GENERAL INFORMATION
Bidders are advised to thoroughly understand the general conditions and special provisions

necessary resources and a commitment to complete all work on schedule should submit a bid.
2. The City of Norcross will expect to liaise with a single project manager representing the
prime contractor (and the sub‐contractors).
3. The City will select the most responsive, lowest bidder whose bid best represents the best
interest of the City.
4. The City of Norcross reserves the right to cancel this solicitation at any time when it is
determined to be in the best interest of the City.
5. The City of Norcross also reserves the right to increase, reduce, add or delete any item in this
solicitation as deemed necessary.
6. The City of Norcross reserves the right to approve sub‐contractors.
7. Any selection made because of this notice will be based strictly on qualifications and
adherence to the submission guidelines, without regard to race, color, religion, sex, or
national origin.
