1110206a(Re-Bid) Headquarters Repairs, Utility System Installation and RestroomReplacement at Seminole Canyon State Park & Historic Site

Proposals forthe above project will only be accepted from Contractors when submitted to theTexas Parks and Wildlife Department using the online Bid Portal hosted byTrimble. Proposals will be accepted by the Contracting Branch, InfrastructureDivision until 2:00 PM CST, July 2, 2025.

Pre-ProposalConference

The Texas Parksand Wildlife Department will host a virtual pre-proposal conference at 10:30 AMCST, Wednesday, June 11, 2025

Although thepre-proposal conference is not mandatory, Offerors are strongly encouraged toattend as important information regarding proposal submittal requirements andan overview of the Project will be discussed.  Failure to give properconsideration to conditions when preparing the proposal will not constitutegrounds for additional compensation.

Conference willbe conducted using Microsoft® Teams.  Registration is required to attendthe pre-proposal conference using the link provided in RFP.  Followingregistration, you will receive a confirmation email with a link to join theevent.

Following theconference, the PowerPoint™ presentation will be posted in the bid portal.

Site visit is scheduledat 10:30am CST, Thursday, June 12, 2025.  Check in with the Front desk andlet them know you are there to see this project sites.

Seminole CanyonState Park & Historic site is located forty (40) miles west of Del Rio,Texas on U.S. Highway 90, just east of the Pecos River Bridge.  Thephysical address is 434 Park Road 67, Comstock, Texas 78837.

General Scopeof Work:

Project scopeincludes all labor, equipment, tools, materials, and incidentals necessary, butnot limited to the following:

Renovation ofthe Headquarters/Visitor Center Building and Site Improvements.
Installation ofwater and electrical to fourteen (14) camping sites.
New Restroom.
demolition andreplacement of Restroom.

ConstructionCost Estimate:  $3,947,400.00 to $4,155,150.00

ProjectSchedule:

Contract timeis of the essence and all Work shall be substantially completed within theperformance period of nine hundred thirteen (913) calendar days from writteneffective date of Notice to Proceed.  The project will be completed in two(2) Construction Phases: (Phase 1 includes work all associated with theRoadrunner Flat’s, New Restroom and Camp Loop Utilities; Phase 2 includes allwork associated with Headquarters / Visitor Center building and siteimprovements , to demolition and replacement of the Desert Vista camping arearestroom, – Furnish Temporary Trailer for Park Headquarters building) Phase Iwill need to be completed prior to starting work on Phase 2.

Offeror mustprovide a bid security as set forth by the Uniform General Conditions, Article5.1.2.  The bid security shall be in the form of a bond accompanied byvalid power of attorney, drawn to Texas Parks and Wildlife Department for notless than five percent (5%) of the total amount of the proposal, including thetotal of all separate priced items and multiple base pricing items and/oralternate price items and/or optional pricing and/or allowances.  Toensure adequate bid security, offerors should calculate bid security based onthe highest possible monetary award. Offeror shall upload a .pdf file of thebid security documents to the bid portal.  No other forms of bid securitywill be accepted.  Proposals will be rejected if the appropriate bidsecurity is not furnished in the form specified above and by the time set forreceipt of proposals.

A virtualpublic proposal opening of responses will be conducted by the Texas Parks andWildlife Department via Microsoft Teams at 3:00 PM CST, July 2, 2025. Interestedattendees must register in advance for this meeting.  Link can be found inRFP Documents to register for the bid opening. After registering, participantswill receive a confirmation email containing information about joining themeeting.
