ADVERTISEMENT FOR BIDS
Sealed bids for SOUTHWEST TRAIL- Pulaski Co. – Germania Rd. (Saline Co.) (S), to be constructed for Saline County will be received at the Saline County Courthouse, 200 N. Main St., Suite 116, Benton, Arkansas 72015, until 10:00 A.M. on Wednesday, December 11, 2024, at which time the bids shall be publicly opened and read aloud.
An Optional Pre-Bid Conference will be held on Tuesday, December 3, 2024 at 10:00 A.M. at the Saline County Courthouse, 200 N. Main St., Suite 116, Benton, Arkansas 72015. Each bidder shall be limited to three personnel per organization.
The Project consists of construction of approximately 13,385-feet of bike trail from Germania Road to the Saline- Pulaski County line in county-owned right-of-way. The project will consist of construction of 10-foot-wide concrete bike trail, one new reinforced concrete box culvert, marked roadway crossings, striping, safety railing, and miscellaneous related items.
Bids will be received for a single prime contract. Bids shall be on a unit price basis.

Copies of the contract documents may be obtained from Southern Reprographics, at the above address, at a cost of $150.00 for each set, check or money order (no cash) payable to Saline County. NO REFUNDS will be made.
Bidders are required to complete Document 00 45 13, Qualification Statement. Prequalification of Bidders is required. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the OWNER prior to the opening of Bids. Only those Bids submitted by Bidders determined by the OWNER to be qualified will be considered. Bids received from Bidders who are not prequalified will be returned.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Saline County.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
Saline County herby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.
There has been a DBE Goal of 8% assigned to the project.
“Build America, Buy America” provisions apply to this project. The Arkansas Department of Transportation’s Standard Specifications Section 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all of the federal requirements for Buy America.
Saline County reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Saline County, and to reject nonconforming, nonresponsive, or conditional bids.
