Section 1: General Overview
1.1 Executive Summary
The Ohio Department of Transportation (ODOT) is requesting Request for Proposal (RFP)
submissions from entities to administer a project to train, license, and help participants obtain
gainful employment through a Commercial Driver’s License (CDL) Program.
The purpose of this program is to increase the number of individuals who hold Class A
Commercial Driver’s Licenses in the State of Ohio. The CDL program will strengthen the local
economy by ensuring companies in the field of transportation (construction industry) will have
access to qualified Class A CDL holders.
1.2 Objectives
The vendor will deliver a Class A CDL (with a tanker endorsement without restrictions) program
in the State of Ohio to support the heavy highway industry. The selected vendor will be able to
utilize (but is not required to utilize) the ODOT CDL Theory Training with the ODOT Local
Technical Assistance Program (LTAP) located here: CDL Theory Training | Ohio Department of
Transportation. The ODOT CDL Theory Training is free of charge. The selected vendor must
provide the facility with computers for students to complete the ODOT CDL Theory Training, soft
skill training, conduct the driving (maneuverability) portion of the training, and assist with job
attainment once the license has been attained. The work performed under this project must be
completed and invoiced by 6/30/2026.
1.3 Background
The Ohio Department of Transportation’s intention is to build a pipeline of ready, willing and able
workers in the Heavy Highway Transportation Industry. Qualified employees with CDLs are
needed on ODOT projects.
Section 2: Scope of Work & Specifications of Deliverables
2.1 Qualifications
The vendor’s team must have five (5) or more years of experience in teaching CDL courses,
planning/implementing soft skills training, and assisting with job attainment for the program
participants. The vendor must have a pre-developed program and must be able to deliver the
Class A CDL training (with a tanker endorsement and no restrictions) in the state of Ohio.
2.2 Deliverables
CDL Training: The Proposer will conduct Class A CDL training (with a tanker
endorsement without restrictions) to the selected individuals. The Proposer can utilize the
FREE ODOT CDL Theory Training located online with the Local Technical Assistance
Program (LTAP). CDL Theory Training | Ohio Department of Transportation. The proposer
must detail how the driving portion of the training (maneuverability) will be administered.
The RFP response should include details of the CDL training delivery (for example, if the
CDL maneuverability training delivery will be outsourced who will perform the training,
how long the training will take, and how many individuals will be trained). The Proposer
must also integrate education about life and work skills (soft skill training) into the program.
The Proposer may partner with an outside organization/company or outsource the

soft skills training. The RFP response should include details of the soft skill training
delivery and a plan for connecting program participants to jobs.
Identification of Program Candidates: The selected Proposer will promote the Class A CDL program to local
individuals who are interested in obtaining a Class A CDL, No Restrictions, with Tanker Endorsement who
meet CDL requirements. Detail should be provided in the RFP response that explains the plan for
outreach/recruitment to local neighborhoods and communities and the number of trainees expected to recruit,
train, and place in a job. Additionally, the RFP response should include creative ways to remove barriers
individuals seeking a CDL.
Job Placement Assistance: After students complete the program and earn their
CDL, the Proposer shall assist the students with job placement in heavy
highway/road construction occupations. The Proposer shall have demonstrated
industry relationships with employers, construction and professional trade
associations, contractors, and veteran organizations. Details should be provided
in the RFP response that explain how job attainment outcomes for program
participants will be achieved.
Reporting: ODOT requires reporting on how many participants graduated from the
program and the type and location of the job obtained. The purpose of reporting is to
ensure funding is being used for careers (not short-term jobs), meaningful industry
employment, value for funding provided, and increased opportunities for
underrepresented populations. Reporting must be submitted with each invoice and may
also be requested at any time within the contract and up to 12 months after the contract
ends.
CDL Requirements: The proposer should explain in the proposal their understanding of
federal and/or state CDL requirements and how those requirements will be met.
Program Graduation: The selected Proposer shall host a graduation for participants as
they complete the program and include ODOT.
Explanation of Need: The proposer must explain the need for CDL training in the
specific region of the state, including the following information:

Explanation of workforce needs
o
Community and economic impact
o
Experience delivering similar contracts
o
Explanation of why the organization should be selected as the vendor for this
RFP
Section 3:
Mandatory Requirements
The vendor’s team must have five (5) or more years of experience with teaching CDL courses,
planning/implementing soft skills training, and assisting with job attainment for the program
participants. The vendor must have a pre-developed program and must be able to deliver the
Class A CDL training (with a tanker endorsement and no restrictions) in the State of Ohio.
Proposals from vendors who do not meet these criteria will be disqualified from further
consideration for the contract award.

Organizational Experience and Capabilities
The vendor must identify the name and contact information of the project managers of the CDL
program, as well as details about the program itself, including any subcontractors who will be
working with the vendor to deliver the program, along with their relevant experience/qualifications.
Staff Experience and Capabilities
The vendor must identify the staff members by name and position who are key to the program’s
success and provide their resumes or curriculum vitae.
Section 6:
Proposal Submission Requirements:
All information must be submitted through Ohio Buys. The proposal must be prepared and
submitted in accordance with the instructions found in this section and must be received by the
State no later than 1:00 PM, Tuesday, December 30, 2025. Proposals received after this date
and time will not be reviewed. Material mailed or submitted separately from the proposal packet
will not be accepted or added to the proposal by ODOT staff.
All materials submitted in accordance with this solicitation become the property of the State of
Ohio and shall not be returned. All materials submitted in accordance with this solicitation shall
remain confidential until Successful Proposer(s) are selected after Phase II at which time all
submitted information becomes part of the public record.
Proposers must submit a response for the following areas.
a. Implementation/Management Plan/Work Plan
b. Organizational Structure/Staffing Plan
c. Cost Proposal (submitted SEPARATELY ATTACHMENT)
a. Implementation/Management Plan
The Proposer shall submit a statement of the Proposer’s understanding of the Scope of Work &
Specifications of Deliverables (Section 2) and explain the capabilities to perform the
requirements of the RFP, along with a narrative of how the Proposer intends to implement and
manage each of the tasks outlined in this RFP. Provide a technical description of the methodology
anticipated in the performance of the services described above. Other good innovative and
creative approaches to accomplish the goals of the contract will be given consideration and should
also be included in this section. Additionally, a Work Plan Deliverables section must be included
with a proposed timeline.

b. Organizational Structure
The Proposer must provide the names and résumés of each individual that will be working on
the RFP. Designate the individual who will be committed to the performance of all tasks under
the prospective contract (Project Manager). Provide a résumé and contact information for the
Project Manager, along with a staffing plan that lists any other professionals who will be given
key responsibilities in fulfilling the requirements necessary to perform the services. Provide
supporting documentation, such as a résumé, for each individual summarizing their experience
on similar assignments or projects. Each résumé must identify each employee or subcontractor,
including their years of service, educational background, duties and responsibilities for that
employer, and a phone number for a contact person. Identify each individual and the percent of
time that each person would be assigned to each major task in the Scope of Services.
c. Cost Proposal
The Proposer shall submit a SEPARATE Cost Proposal in the emailed response. Any
proposal in which this Cost Proposal is not included will be considered non-responsive and the
proposal will be rejected. The Proposer’s completed Cost Proposal shall become a part of the
contract upon award of the contract. The Proposer must detail how many individuals can be
trained for $49,900.
The Cost Proposal shall be submitted in the Excel format. As a separate attachment from
the proposal.
Sensitive Personal Information: It is the sole responsibility of the vendor submitting a proposal to
remove all personal confidential information (such as home addresses and social security numbers) of
vendor staff and/or of any subcontractor and subcontractor staff from resumes or any other part of the
proposal package. Following submission to ODOT, all proposals submitted may become part of the
public record. ODOT reserves the right to disqualify any vendor whose proposal is found to contain
such prohibited personal information.
No proposals will be accepted after the date and time specified on this page. No hardcopy proposals
will be accepted. ODOT reserves the right to reject any proposals. Timely receipt of proposals will be
determined by the date and time the emailed proposal is received by the Office of Contracts. Receipt
of proposals by any other mechanism other than email delivery to the Office of Contracts shall not be
considered timely.
All materials submitted in accordance with this solicitation become the property of the State of Ohio and
shall not be returned. All materials submitted in accordance with this solicitation shall remain
confidential until Successful Proposer(s) are selected after Round two at which time all submitted
information becomes part of the public record.
Inquires
All inquiries must be submitted through Ohio Buys. Pre-proposal questions must be received no later
than the close of business the Thursday prior to the scheduled opening date. An addendum being
issued is dependent upon the information received and the impact on the competitive bidding process.
Proposers are NOT to contact any other ODOT office, including District offices, for responses to pre-bid
questions.

Technical Proposal Score Sheet
Scoring of Technical Proposal
Technical Proposals will be collectively scored by a Proposal Review Team (PRT) appointed by ODOT. For
each of the evaluation criteria given in the score sheet, reviewers will collectively judge whether the technical
proposal does not meet, partially meets, meets or exceeds each criterion, and assign the appropriate point
value. The scoring is by consensus and one official score sheet will be completed for each technical proposal
that is scored.
Criteria for Considering the Cost Proposal
The cost proposal will be reviewed by the PRT. The grand total of the vendor’s cost proposal will be divided by
that vendor’s final technical proposal score. This compares the cost with the quality of the technical proposal,
which will provide an average cost-per-quality point earned on the technical proposal.
ODOT may, at its sole discretion, negotiate with all technically qualifying vendors for a revised cost proposal.
Vendors may then: 1) Submit one last and best offer; 2) request that ODOT view its original cost proposal as
its last and best offer; or 3) May formally withdraw from further consideration. The vendor shall formally
indicate its choice according to directions provided by ODOT at that time. Upon receipt of all last and best
offers, ODOT will then consider those vendors’ revised cost proposals.
PHASE I: Initial Qualifying Criteria
The proposal must meet all of the following Phase I proposal acceptance criteria in order to be considered for
further evaluation. Any proposal receiving a “no” response to any of the following qualifying criteria shall be
disqualified from consideration.
