Purpose of the Solicitation
In November 2015 Mayor Bill de Blasio announced the NYC Supportive Housing Initiative to fund and develop 15,000 new units of supportive housing in New York City over the next fifteen years. This far reaching and comprehensive initiative targets the most vulnerable homeless New Yorkers in need of supportive housing. Supportive housing combines affordable housing with appropriate social services to help special populations, including individuals and families with serious mental (SMI) illness and substance use disorders (SUD). The City’s 15,000-unit plan, called NYC 15/15, is comprised of a projected 7,500 newly-developed congregate (single-site) units and a projected 7,500 scattered-site apartments. The NYC Human Resources Administration (HRA) is the lead agency for procuring service awards for the 15,000 supportive housing units. This RFP will only provide support services and not rental assistance. Ongoing contract management will be provided by the NYC Department of Health and Mental Hygiene (DOHMH). The NYC Department of Housing Preservation and Development (HPD) may award rental assistance and capital to support the projects; however, providers may also secure other sources of funding for rental assistance or capital funding. HPD will work with supportive housing developers to obtain project-based rental assistance for all of its supportive housing projects. Rental assistance options may include: Section 8, Continuum of Care, or the new city-funded NYC 15/15 Rental Assistance. NYC 15/15 will incorporate a project-based rental subsidy, administered by HPD, with a 15 year term, whose rents can be up to the Section 8 Fair Market Rent (FMR). Additional information on the application process for this type of rental assistance will be provided by HPD in a separate communication. The City commitment is for both congregate and scattered-site models of supportive housing. This RFP will provide funding solely for the congregate model.

Proposed Term of the Contract(s)
The term for each contract will be five (5) years with one (1) option to renew for up to four (4) years unless the proposer requires a different term based on funding requirements.
