TO BE CONSIDERED FOR AWARD OFFEROR MUST MEET OR EXCEED THE REQUIREMENT. AMERICAN MADE PRODUCTS THAT MEET OR EXCEED THE REQUIREMENT WILL BE GIVEN PREFERENCE IF PRICE IS DEEMED FAIR AND REASONALBLE.
