City of Bainbridge Island
Request for Qualifications
Lynwood Center Road Non-Motorized Improvements Project
(Fletcher Bay Road to Baker Hill Rd)

The City of Bainbridge Island is soliciting qualifications from transportation engineering design firms to support the City’s Lynwood Center Road Non-Motorized Improvements Project.

The project will provide a critical link in the City's "Connecting Centers" Sustainable Transportation Plan, which aims to connect growth centers and school zones throughout the City.  The route connects all south island neighborhoods with the Hyla School, and public middle and high school campuses, and the Winslow center.

This project has been assigned a 0.0% DBE goal and a 0.0% FSBE goal.  The consultant agreement is subject to a voluntary 10% SBE goal.

The project design is not yet determined, although preferred concepts include a two-way separated path.  The project is also envisioned to include crossing enhancements and traffic calming improvements.  The ultimate chosen concept will influence and connect to the city’s Lynwood Center area.

Deliverables for the project include:

  • Support for the City’s process in evaluating and selecting conceptual design alternatives;
  • Developing a final conceptual plan for the project design;
  • Supporting City staff with community engagement activities and other public meetings;
  • Supporting City staff with acquisition of right-of-way and easements;
  • Developing 30/60/100% design plans, specifications and estimates; and,
  • Limited construction administration and construction management support.

The project’s preliminary engineering phase is funded by a federal grant and local matching funds.  A design alternative is expected to be selected by end of year 2026, with 100% design expected to be completed in early 2027, in preparation for a bid award in early 2028.

Requirements for Qualifications Responses (as applicable)

  • Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including information regarding each member’s availability, experience and qualifications, including resumes;
  • Describe the consultant’s relevant experience with similar projects, specifically active transportation projects with federal aid that incorporate the latest guidance from NACTO design standards.

Evaluation Criteria
Evaluation of RFQ responses will be based upon the following:

  • Qualifications and availability of project team members, including references;
  • Demonstrated understanding of the project and client needs; and,
  • Ability to meet the City’s desired timelines.
  • Electronic Interviews
