Description

The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a single source, Aviation Week Intelligence Network (AWIN), under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available) on or about 15 August 2025. The base period of performance (PoP) shall be from 1 September 2025 to 31 December 2025. This effort will also include four (4), one (1) year options running through 31 December 2030.

Product description:





The proposed effort covered by this individual Justification and Approval is for a subscription to the Aviation Week Intelligence Network (AWIN) publications and database. The subscription period of performance will run from 1 September 2025 to 31 December 2025 with four, twelve month option years. The AFRL D'Azzo Research Library has a requirement for an online scientific and technical literature database that meets the laboratory's mission to "lead the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces." The AFRL library supports civilian, contractor, and military personnel, primarily scientists and engineers (S&Es), assigned to the four AFRL technical directorates at Wright-Patterson Air Force Base (WPAFB), which include Aerospace Systems, Airman Systems, Materials and Manufacturing, and Sensors. The AFRL library provides research materials, including databases, electronic books, journals and other services, to all WPAFB-based AFRL S&Es. The required publications and database will help the AFRL library meet the above mission by providing the library users with research materials to meet the requirements of the Air Force Research Laboratory's research and development goals.





This resource needs a focused scope on the field of aerospace engineering and technology, and other affiliated areas and to offer a tailored collection of electronic reference resources for scientists and engineers (S&Es) that provides access to full-text titles. Due to the differing research missions of the individual AFRL technical directorates that the library supports, the required database needs to be all-inclusive of the different materials and allow S&Es the ability to effectively and efficiently research the required research topics. This resource needs to be made available through the AFRL library's website via the EZproxy authentication service, as well as, provide their own interface that can be accessed through an independent website. This resource needs to allow material to be downloaded to provide offline access in situations with low or no internet access. The resource needs to provide online research tools from professionally curated sources that offer trusted information in abstracts, articles, and electronic publications with a focus on the subject areas listed above.







Product characteristics an equal item must meet to be considered:





- Covers a broad range of engineering disciplines, with a focus on materials research and engineering, and testing and evaluation literature.



- Search interface that includes numerous primary categories and ability to perform keyword and other specialized topical queries for effective searches.



- The ability to download HTML or PDF versions of documents.



- Subscription is able to provide access to multiple users via IP address (multi-user, multi-campus subscription).



- E-Journals, eBooks, and papers and chapters dating back several decades.



- Multiple language translations of content.







This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 6 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement.





If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply.





A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
