The City is seeking term contract(s) for Utility Scale Solar for up to 200 MWs, Utility Scale Solar plus Battery for up to 200 MWs, Battery Energy Storage up to 100 MWs, Wind Purchase Power Agreement(s) for up to 200 MWs. The agreements should be unit-contingent (‘run of farm’) solar, solar and battery (4 hour preferable), battery energy storage (4 hour preferable), or wind energy, in any combination, to be purchased as needed over the contract term(s) and delivered to the ERCOT electric grid. This is a physical product solicitation. Responders may submit responses for all or part of the total quantity, but no less than 25 MWs at a single delivery point per generation technology. All environmental attributes including RECs to be included, equal to the delivered energy quantity. Projects may be submitted as a solar-only, solar plus battery storage only, battery energy storage only, or a wind project only. Multiple offers are acceptable. On-site battery storage at the location of the solar renewable resource is required for that option. Standalone and co-located battery energy storage submittals will be considered if the energy storage is a standalone offer. The facilities must be online and delivering energy to the electric grid on or before July 1, 2025 and December 31, 2026, with a preference for earlier delivery of energy. The awarded individual or business shall possess a proven track record of using innovative approaches to providing goods and services that represent the best value to their clients. The awarded individual or business shall have the ability to accomplish all aspects of the requested services. The selected individual or firm should be able to provide innovative methods to deal with municipal challenges, and cost effective solutions. A firm may submit a solicitation response for one or more of the categories of product or services requested in this solicitation.It is the intent of the entity to consider interlocal cooperative agreements and state/federal contracts in determining the best value for the entity. |
