The City of Steamboat Springs (the “City”), acting as the administrative agent for the Steamboat
Springs Redevelopment Authority (the “SSRA”), seeks to contract with a qualified, professional
civil engineering firm with demonstrated expertise in modern roundabout planning and design
(“Consultant”) pursuant to this Request for Proposals (“RFP”) to produce design documents and
provide engineering services during construction for a new roundabout and associated Complete
Streets improvements at the intersection of Mt. Werner Road and Mt. Werner Circle in Steamboat
Springs, Colorado (the “Project”). The Project will be pursued with funding from the SSRA. There
currently is no outside funding from granting agencies or private sources.
The Project consists of the following key improvements:
• A single-lane modified roundabout with potential bypass lanes at the three-leg intersection of
Mt. Werner Road and Mt. Werner Circle, validated against current and 20-year design-horizon traffic
forecasts;
• A new sidewalk for Complete Streets Segments 3B and 4A, connecting the existing sidewalk on the
north side of the intersection of Mt. Werner Road and Steamboat Boulevard east along Mt. Werner
Road and Mt. Werner Circle to the intersection with Burgess Creek Road;
• Complete Streets improvements including pedestrian connections, bicycle facilities, basic and
enhanced landscaping treatments (plantings, fencing, decorative rocks, etc), lighting and
wayfinding signage;
• Standard storm drainage improvements and permanent water quality infrastructure associated with
the civil improvements;
• Street signage and striping;
