This public notice is a combined synopsis/solicitation for commercial itemsprepared in accordance with FAR Part 13.5. The solicitation is being released as firm-fixed-price contract competition.
The Library of Congress National Audiovisual Conservation Center (NAVCC) requires specialized hardware and integration support to enable the encoding of analog & digital audio and moving image content from various physical media formats to our preservation & viewing file formats, and transcoding functionalities from one file format to another file format. The contractor shall provide, install, and integrate encoding hardware, software, and requisite supporting/auxiliary equipment for the existing Video Lab 4 Indelt Automated ingest (robots). This contract shall result in a completed, fully functional, turnkey encoding system. The contractor shall also provide the installation and configuration of uninterruptible power supply (UPS) units to support the encoding hardware and support systems. This procurement shall result in a contract with a base year for the purchase, installation, configuration, and commissioning of the encoders and up to four optional years for service and support of hardware and software components.
