The City of Lake Forest (“City”) is initiating a review and update of its General Plan Open Space ("Recreation and Resources") Element to ensure consistency with the requirements of SB 1425 (Chapter 997, Statutes of 2022; Government Code § 65565.5) and the technical guidance provided in the recently issued draft technical advisory by the Governor’s Office of Land Use and Climate Innovation (October 6, 2025).
Specifically, SB 1425 requires jurisdictions to update their local open‑space plan by January 1, 2026 and to include within the Open Space Element (or by reference) plans and action programs that address:
- Access to open space for all residents, considering social, economic, and racial equity.
- Climate resilience and other co‑benefits of open space.
- “Rewilding opportunities” that enhance habitat, recreation, and ecological networks.
The City is seeking cost estimates and information from qualified consultants to assist in assessing existing conditions, identifying gaps, developing updated goals/ policies/ implementation actions, coordinating engagement, and preparing an updated Open Space Element and related documentation necessary for adoption.
The City has issued this Request for Information ("RFI") to initiate compliance with the SB 1425 statutory requirement for jurisdictions to review and update their Open Space Element, aligning City planning with goals of equity, climate resilience, and rewilding.
The purpose of this RFI is to gather information from experienced consulting firms and teams about their capabilities, approach, availability, and rough cost parameters to support the City’s compliance with SB 1425. This RFI is for information gathering only and is not a solicitation for proposals or an offer.

ABOUT THE CITY
The City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County’s thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest’s fiscal year begins on July 1 and ends on June 30.
The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five Members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. The Council meets on the first and third Tuesdays of each month.
