Description

  1. General: This statement of work provides detail for acquisition of garbage and fish waste removal services for both U.S. Army Corps of Engineers’ Leech Lake Dam and Recreation Area AND the Winnibigoshish (Winnie) Dam and Recreation Areas during “Peak” and “Non-Peak” portions of each year. The contract will consist of providing garbage and fish waste removal services at these locations with a base contract period of one (1) year and subsequent optional periods for four (4) years.






  1. Garbage and Fish Waste Dumpsters: Dumpsters with plastic covers shall be in good working condition and free of leaks. The contractor shall supply garbage and fish waste dumpsters at each location as follows:





Leech Lake: 2 EACH, 8-Yard Garbage Dumpsters





Winnie: 2 EACH, 4-Yard Dumpsters (one for garbage and one for fish waste).






  1. Garbage and Fish Waste Dumpster Locations:





Leech Lake: Both garbage dumpsters will be placed within the Recreation Area. One within the campground and one near the entrance to the campground as designated by the Site POC.





Winnie: One garbage dumpster shall be placed within the campground area near the vault toilet as designated by the Site POC. The fish waste dumpster shall be placed in the parking lot near the fish cleaning house as designated by the Site POC.



Exact dumpster locations within each Recreation Area may be altered and the associated Site POC will provide the contractor a minimum of 7 days-notice of any necessary change of dumpster location.






  1. PERIOD OF PERFORMANCE. The Contractor shall perform services as specified by the Corps. The maximum 5-year duration of the contract includes option periods, which may or may not be exercised at the discretion of the Corps of Engineers, not the contractor.





The following are the ordering period(s):





Base period: 1 May 2025 through 30 April 2026



Option 1 1 May 2026 through 30 April 2027



Option 2 1 May 2027 through 30 April 2028



Option 3 1 May 2028 through 30 April 2029



Option 4 1 May 2029 through 30 April 2030






  1. Peak Season Seasonal Service 01-MAY through 31-OCT





Leech Lake – Both dumpsters shall be emptied TWICE per week on Mondays and Thursdays.





Winnie – Both dumpsters shall be emptied TWICE per week on Mondays and Thursdays.






  1. Non-Peak Seasonal Service 01-NOV through 30-APR





Leech Lake – On 01-NOV, the contractor shall move one of the dumpsters to the parking lot next to the office building for the remainder of the non-peak season. This ONE dumpster shall be serviced during the last week of each month of the non-peak season (total of 6 times during the period).





Winnie – No service during this time period.






  1. Service Hours: All dumpsters at each location shall be serviced anytime between the hours of 8:00am and 5:00pm.






  1. Contractor Operation and Damages:





The contractor shall obey all traffic regulations within each Recreation Area. The contractor is responsible for cleanup of any fluid leaks from service equipment and repairs from any damages to the property caused by the contractor. The contractor shall notify the appropriate Site POC of any damages within 24 hours of discovery.
