TOWING SERVICES
RFQ NO. LACDA24-128

Notice is hereby given that quotes will be received by the Los Angeles County Development Authority (LACDA) until Wednesday, December 27, 2024, at 3:00 p.m. for towing services for the Carmelitos Housing Development located at 700 Via Wanda, Long Beach, CA 90805. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award a zero (0) dollar one-year contract, with the option of four (4) one-year extensions, provided fees are fair and reasonable, services are needed and satisfactory performance is provided. Written questions regarding the solicitation are due on Friday, December 20, 2024, at 5:00 p.m.

A Request for Quotes (RFQ) solicitation package containing all submission requirements may be downloaded from the LACDA’s website at www.lacda.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest, then click on “Download Documents Below,” and follow the instructions.

Bidders are advised that this RFQ is an informal solicitation and should not be construed as engaging in a formal competitive bidding pursuant to any statute, ordinance, rule or regulation.

Bidders shall provide their Quotes and all required forms and documentations by the due date and time stated herein, and it shall be uploaded in a Portable Document File (PDF) (No other electronic format will be accepted) with the electronic file name, "[BIDDER’S NAME] - Quote Towing Services--[DATE QUOTE SUBMITTED]" at the LACDA’s website, www.lacda.org, under “Vendors,” and click on “View Open Solicitations.” Then select the solicitation of interest and click “Upload Proposals,” and follow the registration and upload instructions. Once uploaded, the Bidder shall email Michelle Ng, Senior Procurement Analyst, at michelle.ng@lacda.org to confirm the uploaded quote.

Bids shall be labeled “Quote for Towing Services, RFQ No. LACDA24-128, December 27, 2024.” Any Bidder who wishes his/her quote to be considered is responsible for making certain that it is received by the LACDA at the stated location and at the stated date and time. No oral, facsimile, or telephonic proposals or modifications will be considered unless specified. Quotes received after the scheduled deadline will not be considered. Bidders, who, upon request, receive the Request for Quotes package and do not wish to submit a quote should reply with a letter of “No Quote” by the submission due date.

In submitting a quote, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA contract, a sample of which is attached to the RFQ package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA contract.

The LACDA reserves the right to reject any and all quotes. This RFQ is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s quote. It reserves the right to issue supplementary information or guidelines related to this RFQ. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the quotes. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.

CONTRACT REQUIREMENTS:
•        Insurances (Please refer to the Sample LACDA Contract for required values and additional requirements.)
?        General Liability Insurance with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis, and waiver of subrogation.
?        Automobile Liability Insurance, coverage shall include owned, hired, non-owned, OR any auto.
?        Workers’ Compensation Liability Insurance, coverage shall be Statutory and include Employer’s Liability, and a waiver of subrogation.
