Title: Construction Manager at Risk (CMAR) Police Substation and Property/Evidence Facility
Addenda: 0
Release Date: 1/30/2026
Due Date: 3/5/2026
Introduction
The City of Prescott is seeking a qualified firm to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for a new Police Substation and Property/Evidence Facility.
The estimated construction cost is approximately $30M, including the cost for construction, Furniture, Fixtures, and Equipment (FF&E), information technologies, security, and access control systems. It is the city’s desire to have the new Police Substation and Property/Evidence Facility project completed before the end of 2028.
Project Description
The City of Prescott’s existing police headquarters, which includes evidence storage, was built in 1991. This is the main location for evidence storage, but there is also offsite evidence storage and impounded vehicle storage at other city facilities.
The new Police Substation and Evidence/Property Facility is an important part of the city’s public safety service improvements prioritized by Council and residents and funded by voter approved proposition 478. The new Police Substation and Evidence/Property Facility will be built on 7.5 acres of city-owned property, zoned Industrial General (IG), at 1201 Prescott Lakes Parkway, at the northeast corner of Prescott Lakes Parkway and Sundog Ranch Connector.
The new Police Substation and Evidence/Property Facility is being designed with well-established industry standard needs assessment guidelines to evaluate and analyze the Police Departments current and future needs. The new facility will consolidate functions currently spread across the city, centralize operations, create organizational efficiencies, improve service times, and will provide state-of-the-art long-term evidence storage.
